REQUEST FOR EXPRESSION OF INTEREST

Request for expression of interest for training District staff in charge of procurement in procedures and directives of the World Bank.


Source of Finance: GEF Grant No. TF 055741-RW

1. The Government of Rwanda has received a grant from the Global Environment Fund (GEF) in order to finance the costs of the Integrated Management of Critical Ecosystems (IMCE) Project, and it is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for training of members of 10 district tender committees in procedures and directives of the World Bank.

2. One of the components of the Integrated Management of Critical Ecosystems (IMCE) Project is institutional strengthening and capacity building. A key element of human resources capacity building is the training of the stakeholders (partners) of the project.

3. It is in this regard that the Integrated Management of Critical Ecosystems (IMCE) Project wishes to recruit a Consultant to train members of 10 district tender committees in the procedures and directives of the World Bank in procurement.

4. The main objective of the training is to enable the members of the district tender committees improve on procedures and directives of the World Bank used in the procurement process and be able to evaluate the bid documents whose source of financing is the World Bank and in respect of its directives. The training will also focus on the comparison between the national norms and those from the World Bank. The training will take place in Rwanda for a 3-week period.

5. The Integrated Management of Critical Ecosystems (IMCE) Project invites all eligible and interested consultants to participate in this bid. All interested consultants must provide all necessary information indicating their capacities in this domain (CVs, training modules, references concerning the execution of similar contracts, description of similar tasks, experience in similar conditions, etc…). Consultants can associate (work together) to reinforce their respective capacities.

6. The Consultants will be selected following the procedures and directives of the World Bank: Selection and employment of Consultants by the borrowers of the World Bank, May 2004 Edition.
