The Government of Lao PDR has received a financing in the amount of US$8.50 million equivalent under IDA 3676-LA and an additional financing in the amount of US$3.0 million under Grant No. H316-LA from the International Development Association (IDA) toward the cost of the Financial Management Capacity Building Project (FMCBP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project includes the following components: (A). Financial Sector Reform Program, (B). Public Finance Management Reform, (C). State Owned Enterprise Reform and Business Development and (D) Project Management and Evaluation.

The Project includes the following Goods, Works and Services:

o Various packages of computers, software, peripherals and connectivity.
o Information systems. Stabilizing GFIS operations (Hardware, software, connectivity and related training).
o Rehabilitation works at MoF Training Institute in the North.
o Technical assistance (TA) to improve data management and analysis.
o TA towards enhancing capacity to conduct debt sustainability analysis.
o TA related to State Owned Enterprises Reform and Business Development.
o TA towards developing a consistent human resource management plan.
o TA towards devising a treasury single account framework (enabling legislative environment for Treasury centralization).
o Capacity Building Program for the State Audit Organization.

Procurement of contracts financed by the International Development Association (IDA) will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition: May 2004; Revised October 1, 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition: May 2004; Revised October 1, 2006).

Specific procurement notices for contracts to be bid under international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket; relevant technical journals and in the Vientiane Times Newspaper.
