CONTEXT

The government of Rwanda received from the International Development Association "IDA" a credit to finance the “Competitiveness and Development Enterprise project” (CEDP”) and proposes to use a part of these funds to recruit a Rector of the ILPD (Institute of Legal Practice and Development) in order to allow the running of this institute.

The Institute of Legal Practice and Development (ILPD) is a National Institute of higher legal education created by the law N° 22/2006 of 28 April 2006 and placed under the supervision of the Ministry of Justice. While being at the service of the community in general, ILPD has the vision to become a regional, continental and international center of reference in training and development of legal practice in the three languages: Kinyarwanda, French and English, in accordance with the three traditional systems of law: "Civil Law", "Common Law" and Customary Law.

I. OBJECTIVES OF THE POSITION

To implement the starting activities of the Institute

To contribute to the clarification of the organizational structure of the Institute

To meet the urgent needs for the justice sector as regards continued training


II. PRINCIPAL DUTIES

The Law N° 22/2006 of 28/04/2006 establishing the Institute of Legal Practice and Development (ILPD) defines principal duties of the Vice- Rector in charge of Academics Affairs

The Vice- Rector of ILPD shall have responsibilities attributed to the Vice-Rector

1° To coordinate all academic and research activities of ILPD, particularly
• To coordinate, develop and improve the academic programs
• To develop different courses and modules for different fields to meet needs of different sectors in the Country.
• To plan the recruitment, selection and training of the academic staff
• To source for national and where necessary international expertise in different fields

• To coordinate, develop and evaluate the work of lecturers

• to demonstrate spirit of teamwork and network with all School personnel

2° To supervise the academic and research staff

3° To arrange for the meetings of Academic Senate and ensure the implementation of the decisions taken therein

4° To deputize for the Rector and represent him or her before the law

5° To Perform any other duty which is related to his or her attributions as may be assigned to him or her by the Rector of ILPD, the board or the government.

6° To establish monthly reports for the Boards and the Ministry of Justice.


III. JOB REQUIREMENTS


Education : Advanced Degree in Law

Work Experience:

• Management experience in a transitional socio-political environment in Africa
• Good experience in conducting training ( continuing legal education ) in civil law systems and common law
• Experience in academic administration
• Experience in designing and developing training programs is an added advantage,
• Experience as a prosecutor, defense attorney judge and /or an other legal professional work in countries with common Law and civil law systems is an added advantage;
• Experience in the development of Academic, administrative and operations sectors of judicial training school is an added advantage.
• Experience in commercial law is a added experience


Bi-lingual –French and English is an added advantage

IV. Duration:
One year renewable

The Competitiveness and Enterprise Development Project now invites eligible individual consultant to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
