KENYA
PROPOSED WATER AND SANITATION SERVICE IMPROVEMENT PROJECT (WaSSIP)

The Government of Kenya has applied for a Credit in the amount of US$150,000,000.00 equivalent from the International Development Association (IDA) toward the cost of the Kenya Water and Sanitation Service Improvement Project (WaSSIP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project is expected to support the following activities in the operational areas of the Athi Water Services Board (AWSB), Coast Water Services Board (CWSB) and Lake Victoria North Water Services Board (LVNWSB):

1. Rehabilitation and Extension of Water Supply Facilities. Support the rehabilitation of existing water supply systems including transmission pipelines, water treatment works, storage, water distribution networks, boreholes; construction of water treatment works in selected small towns; and extension of water distribution networks and metering. These activities are focused on improving and expanding reliable, sustainable and affordable safe water supply to consumers.

2. Rehabilitation and Extension of Wastewater and Sanitation Facilities. Support the rehabilitation of sewerage networks and sewage treatment facilities; extension of existing networks; construction of sewerage systems in selected small towns (of less than 2,500m3/d each); on-plot sanitation; and hygiene campaigns. These activities are focused on improving treatment and disposal of wastewater. The rehabilitation of deteriorated wastewater treatment and construction of facilities would result in overall environmental benefits.

3. Institutional Strengthening Program. Support (i) selected equipment and activities aimed at strengthening the commercial, financial and technical operations of AWSB, CWSB, LVNWSB and their water services providers; (ii) technical assistance for monitoring and evaluation, engineering, financial, legal, assets valuation, audits, informal settlements water supply and sanitation program, communications, environmental monitoring, and independent assessments of the institutional framework; (iii) programs to increase oversight and transparency of service delivery; and (iv) training and capacity building. A small institutional strengthening and operationalization support is also expected for the Water Services Regulatory Board (WSRB) and the Water Appeal Board (WAB). These activities are focused on strengthening the service delivery framework, governance and transparency, and monitoring and evaluation.

Various contracts seeking the procurement of Goods, Works and Consultancies expected to be tendered by AWSB, CWSB and LVNWSB during the year 2007/08 include, amongst others procurement of goods, works, and consultancy services for: Supply of vehicles, office equipment, bulk and consumer meters, pipes and fittings, laboratory equipment; Civil works comprising construction or rehabilitation of water and sewerage infrastructure including water mains, distribution lines, trunk sewers, treatment plant; Minor civil works and building rehabilitation as required; and Consultancy services including technical assistance for M&E, engineering, financial, legal, assets valuation services, communications, environmental monitoring, institutional reviews, capacity building and institutional development.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-valued contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, international publication of wide circulation and in local newspapers.

Prequalification may be required for (i) Expansion / construction of water supplies and or sewage systems; (ii) Construction of distribution mains and reinforcement of distribution networks.
