INTERNATIONAL TENDER NOTICE N° 189 /S/2007–I/MININFRA-B.O/ NTB

TITLE OF THE TENDER: TRANSPORTATION SERVICES FOR CIVIL SERVANTS

FINANCING: ORDINARY BUDGET

1. Context

The Government of Rwanda on March 02, 2005 adopted a policy of the “Zero Fleet” and made it operational since then. The Government of Rwanda already supports the establishment of modern firms and efficiency of vehicle hiring and can have an efficient national cover.
The Government of Rwanda has the objectives of promoting the private sector in transportation as well as the modernization and the rationalization of the transportation of government officials.

2. Invitation to tender

The Government of Rwanda invites all interested bidders to submit a proposal in compliance with the tender document for the supply of transport services to the public sector.
The tender is open to all eligible bidders as determined by the required legal provisions and regulations

The competition is open on equal conditions to all interested bidders, with technical and financial capacities, registered with trade licence of the Republic of Rwanda or from the country of origin as transporters.

3. Tender package

The bidding document will bear three [3] categories of lots indicated in the following table

Title of the lot Description
Lot 1: First category Transportation of Ministers, Ministers of State and other personalities of the same rank
Lot 2: Second category Transportation of Secretaries General, Directors General and other personalities of the same rank
Lot 3: Third category Transportation Directors of Units, Professionals, etc


A bidder can apply for one lot, 2 lots or for all three lots. However, the lot remains an indivisible and a bidder cannot be awarded more than two lots.




4. Bid security

Category of lot Bid Security amount
Lot 1: First category 7.900.000 RWF
Lot 2: Second category 6.500.000 RWF
Lot 3: Third category 5.600.000 RWF

The bid security, delivered by a bank or a recognized insurance company, will be denominated in the bid currency or in another convertible currency.

5. Obtaining the biding documents

For more detailed information the tender document may be obtained from the National Tender Board, P.O.Box 4276, from 27/11/2007 on presentation of a prepaid bank slip of a non refundable fee of Fifty Thousand (50 000) Rwanda Francs or its equivalent in a freely convertible currency paid to the account n° 120.00.61 headed « NTB Produits Ventes Divers », open in National Bank of Rwanda, P.O.Box 531, Kigali, Fax. 77391/76197

6. Presentation of Bids
Technical and financial proposals must be presented in separate envelopes each showing the nature of the offer concerned, the firm’s name and both put in a third envelope marked only as follow:

7. Bids submission
Well printed bids, properly bound presented in four copies one of which is the original and marked as such must be submitted in sealed envelopes not later than 24/01/2008 at 9.00 hours prompt local time (7.00 GMT) to the following address:

Poorly presented bids will be rejected.

8. Bids opening
The public opening of bids will take place the same day at 10.00 hours prompt local time (8.00 GMT) at National Tender Board conference room.

9. Bids validity

Bids will remain valid for the period of 120 days from the date of bids submission
