TITLE : SUPPLY OF 3 NON INTRUSIVE INSPECTION MOBILE FREIGHT SCANNER WITH LINKED OCR SYSTEM AND WIRELESS SYSTEM

The Government of Rwanda has received a credit from the International Bank for Reconstruction and Development toward the cost of the East African Trade and Transport Facilitation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for supply of 3 non intrusive inspection mobile freight scanner with linked OCR system and wireless system.
The Ministry of Infrastructure now invites sealed bids from eligible and qualified bidders for three mobile freight scanners that will operate at the MAGERWA Inland Clearance Depot and at Border posts. The scanners will seek to improve revenue compliance and contribute to supply chain security initiatives. An Optical Character Reader is to be linked to the scanner deployed at MAGERWA and all 3 scanners are to have wireless communication systems. A 4 year maintenance agreement, to follow the 12 months warranty period, and a training package for officers deployed on the scanners are also required. The delivery date for the first scanner is within 180 days of the contract date, with the second and third scanners being delivered within 240 days and 300 days respectively of the contract date.
Qualifications requirements include; the equipment meeting international safety levels; being able to detect minimum quantities of revenue goods; preferably being able to scan in a stationary mode as well as moving past the object to be scanned; and meeting specific penetration and spatial resolution levels. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Bids must be submitted to the address of the National Tender Board Secretariat BP. 4276, Tel.(250)501403/03/04/05, Fax: (250)501402 Kigali-Rwanda not later than 15/02/2008 at 9:00 ,local time or 7:00 GMT. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend the opening session in the National Tender Board conference room on 15/02/2008 at 10:00, local time or 8:00 GMT. All bids must be accompanied by a Bid Security of five thousand US Dollars(5 000 USD) or the equivalent in any freely convertible currency issued by a reputable bank or a registered insurance company, and valid for a period of 150 days (i.e. 30 days after bids validity period of 120 days).
