General Procurement Notice

Loan No. 34990

The Government of the Republic of Rwanda has received a loan from the
International Development Association in the amount of USD 40,800,000
equivalent toward the cost of the Competitiveness and Enterprise
Development Project, and it intends to apply the proceeds of this loan
to payments for goods, works, related services and consulting services
to be procured under this project. Bidding for contracts financed by
the International Development Association will be governed by the
procurement rules of the World Bank.

The Competitiveness and Enterprise Development Project aims at
establishing a growing private sector development, promoting
competitiveness, by streamlining the business environment, reducing
costs, while increasing the efficiency of infrastructure utilities,
and industries, and, by improving access to financial, and support
services to entrepreneurs. The components will: 1) facilitate private
businesses entry, by supporting improvements to legal processes, and
capacity, creating an investment promotion climate, and, by supporting
emerging businesses, and financial services. Technical assistance (TA)
will support the establishment of a Commercial Court, while training
will be provided to judges/magistrates, and court administrators.
Investment promotion, and trade facilitation assistance should
strengthen operational capacities, through the support of TA, and
training, and, emerging businesses will be supported by strengthening
the organizational capacity of the Center for Small and Medium
Enterprises; 2) reduce costs, and improve efficiency of infrastructure
services, through TA provision, introduction of private corporate
management, and investments in public utilities. A multi-sector
regulatory agency will be established to strengthen infrastructure
expertise; 3) promote a market-based tea industry, introducing private
management, and investments in tea estates, and factories, through
specialized TA; and, 4) provide TA to the Private Sector Federation,
to engage the private sector in a coordinated fashion to raise
HIV/AIDS awareness in accordance with the Government's strategy.

The project will include the following goods, works and services:

- financial services (Financial consultancy services)
- technical assistance (Technical assistance services)
- staff training (Staff training services)
- legal services (Legal services)

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Procurement under IBRD Loans and
IDA Credits[1] of the World Bank, and is open to all bidders from
eligible source countries as defined in the guidelines. Consulting
services will be selected in accordance with Selection and Employment
of Consultants by World Bank Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market.
