Tender Notice No 031/S/2008 - I/MININFRA-BTCCTB/RPPA

Title: Feasibility and Implementation Studies of MCH and Electric Lines in Nyaruguru District
Client: Nyaruguru District

Funding: BTC-CTB

The Rwanda Public Procurement Authority (RPPA) hereby invites bidders for Feasibility and Implementation Studies of MCH and Electric Lines in NYARUGURU District.

Rwanda plans to use the budget from the Belgian Technical Cooperation « Hydro Electric Micro Central Construction » it is planned that the proceeds I shall be utilized for making technical studies and works monitoring of hydro electric micro central for this tender.
The Rwanda Public Procurement Authority invites now the eligible consultant to indicate their interest in sealed folds for realization (fulfillment):
 Feasibility and Implementation Studies of MCH and Electric Lines in Nyaruguru
District with the production of three tender documents for:
1. Civil engineering of Hydroelectric plants in Nyaruguru District
2. Electromechanical equipments for MCH
3. MT and BT Electric Lines

 Contribution to the Administrative, technical and financial analysis of the proposals for the tender mentioned above
The method of selection shall be: Quality and Cost Based Selection (QCBS)

The Firm shall submit a technical proposal and a financial proposal elaborated in the French or English languages (in four copies of which there is an original) in two separate and stamped envelops. These evelops shall themselves be put in a third envelop.



If the two envelops are not submitted simultaneously as stipulated in the subsequent paragraphs, the proposal of the firm shall not be receivable and thus shall be rejected.

The proposals shall be presented in the following format:

A. The first stamped envelop, containing the technical proposal and bearing in its entirety the name of the firm with the mention: « Technical proposal for the feasibility study and execution of the construction works of Mini-Hydroelectriques Power Plants and electrical in the District of Nyaruguru» containing obligatory all the requested documents.

B. The second stamped envelop, containing a detailled financial proposal and bearing externally the name of the firm with the mention:
« Financial proposal for the feasibility study and execution of the construction works of Mini Hydroelectrique Power Plant and electric lines in the District of Nyaruguru » obligataory containing the lumpsum price :

N.B: The technical and financial are separated in two envelops but are put in one envelop.

C. An anonymous third envelop which is not stamped, sealed containing the other two envelops and bearing only the following inscriptions:

No distinctive sign indicating the name of the bidder should be visible on this envelop. In case of divergence between the copies and the original, only the original shall prevail.

A complete tender document (and additional model) in English or French can be bought by any interested bidder on the written request from 19/05/2008 to the Rwanda Public Procurement Authority upon payment of a non refundable fee of 6,000 Rwandan francs for local companies and 10 USD for foreign companies on account number 120.00.61 labelled: « NTB Produits et ventes diverses» opened at the National Bank of Rwanda.

The visit is obligatory. The date, the hour of visit and the place are scheduled on:
04/06/2008 at 8:00 at the Rwanda Public Procurement Authority (RPPA), Kigali, Rwanda.
The bids must reach the Office of the Rwanda Public Procurement Authority
B.P. 4276 KIGALI, Tel: (250) 501403/404/405 – Fax: (250) 501402 not later than 22/07/2008 at 09:00 (local time) or 07:00GMT.

The opening of bids will take place in a public session on the same date 22/07/2008 at 10:00 local time or 08:00GMT in presence of the bidders who wish to attend the opening of the envelopes in the conference room of RPPA.

The bids shall remain valid for ninety (90) days from the date for bid submission.
