GENERAL PROCUREMENT NOTICE No 4B
(July 2008)

SCHEDULE OF ACTIVITIES PLANNED TO COMMENCE IN THE PERIOD
JULY – DECEMBER 2008

The Millennium Challenge Corporation (“MCC”) and the Government of Ghana (the “Government”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance in the amount of approximately five hundred and forty seven million USD (“MCC Funding”).This is intended to help facilitate poverty reduction through economic growth in Ghana. The Millennium Development Authority (“MiDA”) on behalf of the Government intends to apply a portion of the proceeds of MCC Funding to eligible payments under this Contract. Payments by MiDA will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, in the Compact. No Party, other than the Government and MiDA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

The three Implementation Zones are:
• The Northern Agricultural Area; comprising five districts: Savelugu Nanton, Tolon Kumbungu, Tamale Metro, West Mamprusi and Karaga (the “Northern Zone”);

• The Afram Basin Area; comprising six districts: Ejura Sekyedumasi, Kwahu South, Fanteakwa, Afram Plains, Sekyere East and Sekyere West (the “Afram Basin Zone”);

• The Southern Horticultural Belt Area; comprising twelve districts: Gomoa, Awutu Efutu Senya, Akuapim South, Manya Krobo, Dangme West, Yilo Krobo, Kpandu, Hohoe, Ketu, Keta, South Tongu and Akatsi (the “Southern Zone”).

COMPONENT 1: AGRICULTURE PROJECT (approximately US$ 40 million)

The Contractors will be selected through a Pre-qualification process. The Pre-qualification Notice was Published in May 2008 and closed in June 2008.
Lot 1 consists of about 5.9km of road works and an Interchange Facility at Dimples Junction.

Brief Description of Activity: A Marine Vessel Supplier will be required for the manufacture and the construction on-site of (2) Ferries for use by VLTC.on the existing Ferry Crossing from Ekye Amanfrom to Adawso in the Eastern Region of Ghana. The Supplier will be required to provide all the materials, plant and equipment needed to construct the vessels using the rehabilitated floating dock mentioned above. The vessels cannot be constructed offshore Ghana and transported to the site.
The design of the vessels is being considered by the nominated Consultant at the present time.

Brief Description of Activity: A Consultant Firm will be required to conduct an impact evaluation of MiDA’s Feeder Roads Activity, in eight of its 23 program districts. The primary data for the impact evaluation will be a series of frequent (perhaps monthly) surveys of markets, similar in scope to the Consumer Price Index (CPI) survey, examining changes in price over time. The Consultant Firm will have to be familiar with CPI-type surveys and Geographic Information Systems (GIS). Findings from the market surveys would complement the overall impact evaluation conducted by the Institute of Statistical, Social, Economic and Research (ISSER). The evaluation is designed to use the Difference-in-Difference methodology to assess the investments impact over space and time.

Brief Description of Activity: A Consultant will be required to carry out Beneficiary Analysis in all the Program Districts. This is a participatory qualitative social analysis tool that MiDA wants to use to improve the impact of its operations by gaining the views of beneficiaries regarding ongoing program activities. It seeks to complement other MiDA Impact Evaluation that are using more formal methodologies such as the GLSS5+ and FBO surveys, to get reliable, qualitative, in-depth information on the socio-cultural conditions and perceptions of the project’s target group which will be of immediate use to its management, and project managers. This study is also to fill in gaps in information that are not covered by other evaluation studies.

Brief Description of Activity: There will be a bulk procurement for around (2) motor vehicles for several of the MiDA project activities. The vehicles will be 4 x 4 Station Wagons, 4 x 4 twin-cab pick-ups and saloon motor cars in the 1400 - 1600cc range. . Total value of procurements will be around US$ 300,000.

Contracts for Goods, Works, and Services financed under the Ghana MCA Program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines dated May 22, 2007, and Procurement is open to any person from an eligible source country as defined in the said Guidelines which may be downloaded from the MCC website (http://www.mcc.gov).
