I.2) MAIN ACTIVITY OR ACTIVITIES OF THE CONTRACTING ENTITY: Electricity.
SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: On-shore Wind Power Projects in the Republic of Ireland and
Northern Ireland Contractor Qualification.
II.2) TYPE OF CONTRACT: Services.
II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: The object of the qualification system is to
short-list suitable contractors for on-shore wind power projects in the
Republic of Ireland and Northern Ireland. A typical wind power project
will comprise various categories of works, services or goods and these are
described below. Category a. Windfarm civil engineering works (Windfarm
civil works):
- Design and construction of all windfarm civil engineering works: - Wind
turbine foundations; - Turbine unit transformer foundations; - On-site
access roads; - Crane hard standings; - Defined public and other road
improvement works; - Meteorological mast foundation and meteorological
mast; - Site compound and site offices during construction; - Temporary
and permanent drainage systems; - All trenching works required for
electrical network.
- Carry out role of PSCS (ROI) or Principal Contractor (UK) or similar
(EU).
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category b:
Substation civil engineering works (Substation civil works).
- Design and construction of sub-station control building civil
engineering works including compound and associated foundations, access
roads, and fencing works.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category c. Windfarm
electrical works (Windfarm electrical works).
- Design of all windfarm electrical works (excluding substation compound).
- Install turbine unit transformers (unit sub-stations).
- Connect wind turbines and turbine unit transformers to MV network.
- Install interconnecting site MV electrical and earth cables.
- Install on site communication cables.
- Install SCADA equipment for meteorological mast.
- Test and commission all windfarm electrical works.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category d.
Substation electrical works (Substation electrical works).
- Design of all substation electrical works (up to 110kV).
- Install all substation electrical equipment up to 110kV including
switchgear, control, monitoring, and protection equipment.
- Install power quality equipment.
- Install windfarm control and monitoring (SCADA) system.
- Install permanent telecommunications link.
- Install site computer server.
- Install grid transformer up to 110kV (to be supplied by others).
- Test and commission all substation electrical works.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category e. Supply of
windfarm electrical equipment (Windfarm electrical supply).
- Supply unit transformers (unit subs) and auxiliary equipment.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category f. Supply of
substation electrical equipment (Substation electrical supply).
- Supply substation electrical equipment (excluding grid transformer if
required) up to 110kV including switchgear, control, monitoring, and
protection equipment.
- Supply power quality equipment.
- Supply substation auxiliary electrical and building services equipment.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category g. Supply
and deliver substation grid transformer up to 110 kV (Grid transformer
supply).
- Supply and deliver grid transformer up to 110kV and associated auxiliary
equipment.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category h. Grid
connection design and construction works (Grid connection works).
- Design and construct overhead or underground connection up to 110kV from
windfarm substation to connection point defined in windfarm connection
agreement.
- All civil and electrical works required for this connection.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category i. Supply of
HV electrical cable (HV cable supply).
- Supply of HV electrical cable up to 110kV for grid connection.
- Supply of communication cables for HV grid connection communication
network.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years Category j. Supply of
MV electrical cable (MV cable supply).
- Supply MV (medium voltage) electrical cable for windfarm MV collector
network.
- Supply of communication cables for windfarm MV collector network.
- Provide spare parts, warranty, and maintenance service for a period of
no less than 2 years and preferably at least 5 years.
Applicants must state which categories they wish to apply for. Airtricity
shall issue packages for tender in single categories or in any combination
of categories. The qualified applicants will be expected to take into
account the design of the project, all of the requirements of the planning
approvals and grid connection agreements which apply to the project in
question, and to incorporate whatever measures or equipment are required
to ensure that the requirements of these approvals and agreements are
fully satisfied.
