REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANT
SERVICES FOR THE DESIGN STUDY AND WORK SUPERVISION FOR ESTABLISHMENT OF ONE STOP/JUXTAPOSED BORDER POST AT GATUNA


This request for expression of Interest follows the general procurement notice number GNP-001 of 15th February 2006 published in the World Bank’s online ‘dg Market‘ publication.

The Government of the Republic of Rwanda has received financing from the International Development Agency of the World Bank towards the cost of the East Africa Trade and Transport Facilitation Project (EATTFP) and intends to apply part of the proceeds for consultant services in charge of the preparation of the design study and the works supervision for the establishment of one stop/juxtaposed border post at Gatuna.

The Design study should include:
• Design administration buildings to accommodate all border control office functions with appropriate workstations and ancillary facilities (Customs, Immigration, Police/ Security, Staff Welfare, Public Welfare)
• Design and Development of other facilities required by truckers among other users of border post such as;
• Parking facility within the yards, recreation facility for truckers and other border post users
• Solid waste disposal site, External Electrical Installation, Water Supply and Reticulation, Telecommunication, Fire Fighting Installations, Perimeter Fencing and Barriers.

The supervision exercise will include:
• The approval of contractor’s work plan as per contract timing
• The approval of the general layout of the facilities as per the design
• The approval of the quarry site(s) to use for road construction materials
• The approval of quantities of materials to be used as per the design
• The approval of proven necessary technical modifications to make during construction process
• The regular reporting on construction process

The Government of Rwanda through the Ministry of Infrastructure now invites the eligible consultants to indicate their interest in providing the above described services. More details on the services are provided in the Terms of Reference.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate, either in the form of a bona fide Joint Venture or in the form of Consultant – sub-consultant association, to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 current version).
