REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANT SERVICES

Subject: Solicitation of expression of interest for the services of consultants to undertake the preparation of strategic transport master plan.

The Government of the Republic of Rwanda has received a grant from the International Development Association (IDA) for the implementation of the Sector Development of Transportation (PDST), and intends to use a portion of the amount of this grant to make payments under the contract for the supply of services of a consultants to conduct to engage a consultant for the preparation of strategic transport master plan and to undertake a study to formulate the detailed transport strategies for a medium and a long-term basis. Detailed framework for the assignment are set out in terms of reference.

The assignment consists of two phases. In the first phase, the study will develop the methodology for the Strategic Transport Master Plan for the next 20 years, while the second phase mainly concerns with the development of the detailed programs/schemes for the master plan. The success of the assignment will be based on the achievement of certain milestones, which will reflect the delivery and acceptance by MININFRA of predefined outputs in accordance with internationally acceptable set of standards.
The main objective of the study will be to develop and justify a long-term investment plan and strategy. Therefore in the line with the long-term goal and targets outlined above, the objectives of the study are:
Phase I: Development of Methodologies for the National Strategic Transport Master Plan

a. To translate the policy objectives into strategies of development for transport sector;
b. To formulate strategies for the institutional development of transport infrastructure development management in Rwanda;
c. To develop a set of comprehensive strategic approaches for the development an integrated, efficient and affordable multimodal transport system which is sustainable from social, economic and environmental points of view;
d. To develop the strategies for the development of an integrated asset management system for the road sector;
e. To develop strategic approach for simulating freight transport;
f. To develop strategic planning approaches for integrated urban transport development;
g. To develop strategies for the management of road funds through public-private partnership;
h. To prepare a national transport safety policy and hence to develop methodologies for assessing the impacts of transport accidents for Rwanda;
i. To develop appropriate approaches for the reduction of unit cost of transport for passenger and goods in Rwanda;
j. To devise appropriate approaches for promoting Information and Communication Technologies (ICT) for development management of a multimodal transport system;

Phase II: Preparation of strategies for the development of the integrated transport programs/schemes for Rwanda

k. To develop a strategic framework for integrated transport development under a well-defined action plan within a specific time-frame;
l. To devise appropriate multimodal transportation infrastructure development programs for a medium and a long-term basis, which will guide the development of transportation infrastructure in accordance with the projected future demand for transport;
m. To develop a strategic program for road asset development management;
n. To evaluate the feasibility of implementing the current as well as evolving transport strategies;
