REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANT SERVICES

Subject: Solicitation of expression of interest for the services of individuals consultants to conduct a Public Expenditure Review in the Transport Sector

The Government of the Republic of Rwanda has received a grant from the International Development Association (IDA) for the implementation of the Sector Development of Transportation (PDST), and intends to use a portion of the amount of this grant to make payments under the contract for the supply of services of a consultants to conduct a Public Expenditure Review in the Transport Sector in order to review the allocation and management of Government expenditures in Transport (2000-2007). The analysis and recommendations are intended to demonstrate how GoR and donor sources are currently used and to recommend how to improve their usage.

The main specifics objectives of this consultancy service are:

1. To analyze expenditure allocation, disbursement and execution. How are allocations reflected in budgets, how faithful is the actual spent to allocation priorities? How good does the actual spent reflect the objectives of approved budgets?

2. To assess the robustness of the Public Financial Management systems and institutions in Transport. For example, MTEF, budget control processes, budget execution, reporting and accountability processes.

3. To provide a framework for a rational consideration of public financing in Transport ensuring an integrated analysis of both the recurrent and the development budget and comment on efficiency and effectiveness of public financing in the sector.

4. To provide an independent assessment of the adequacy, appropriateness and effectiveness of Transport spending.

5. In addition, it should support activities by MININFRA in the area of expenditure monitoring and evaluation by enabling a comparison of the vision and strategies for Transport with policies on expenditure. This will benefit the preparation of the Transport MTEF and the accounting and auditing functions within MININFRA.

The Ministry of Infrastructure invites eligible candidates to express their interest in providing the services described above. The interested consultants may provide information indicating that they are qualified to perform the services (references to the carrying out of similar contracts, experience in similar conditions, availability , etc..). The consultants can work together to strengthen their respective competencies (consultant / subcontractor).

A consultant will be selected in accordance with the procedures defined in the Guidelines: Selection and Employment of Consultants by the Borrowers of the World Bank.
