Ghana Energy Development and Access Project (GEDAP)

SUPPLY AND INSTALLATION OF SHUNT CAPACITORS

Credit No. CR 4356-GH


INTERNATIONAL COMPETITIVE BIDDING


1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. WB 4085-709/07 of 7th August 2007. 1

2. The Government of Ghana has received a credit from the International Development Association toward the cost of the Ghana Energy Development and Access Project (GEDAP), and intends to apply part of the proceeds of this credit to payments under the contract for Supply and Installation of Shunt Capacitors, Bid No: GEDAP A5/07

3. The Electricity Company of Ghana, the implementing agency acting on behalf of the Government of Ghana, now invites sealed bids from eligible bidders for Supply and Installation of Shunt Capacitors. The work comprises the supply and installation of switched 11kV shunt capacitors at selected 33/11kV substations in Accra, Tema, and Kumasi.

4. The time for completion of all the facilities will be Five Hundred Forty (540) days from the contract effective date.

5. To be eligible for Award of Contract, Bidders shall provide satisfactory evidence to the Employer of their eligibility and of their capability and adequacy of resources to carry out the contract effectively. To this end, all Bids submitted shall include the following:

a. Copies of original documents defining the constitution of legal status, place of registration and principal place of business of the company or firm.

b. Details of the experience and past performance of the Bidder on works of a similar nature within the past five years, and details of current work in hand and other contractual commitments.

c. Major items of constructional plant proposed for use in carrying out the contract.

d. The qualifications and experience of key personnel proposed for administration and execution of the Contract, both on and off site.

e. Proposals for subcontracting elements of the works amounting to more than 10 per cent of the Bid Prices for each element.

f. Reports on the financial standing of the Bidder such as profit and loss statements, balance sheets and auditor's reports for the past three (3) years, and an authority from the Bidder to seek references from the Bidder's bankers and information regarding any current litigation in which the Bidder is involved.

6. Bids shall include general arrangement drawings for Substations, demonstrating compatilbility between proposed designs and Substation site dimensions.

7. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 revised Oct 2006, and is open to all bidders from eligible source countries as defined in the guidelines.

and inspect the bidding documents at the address given above from 09:00 hrs to 16:00 hrs Monday to Friday.

9. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100 or its equivalent in Ghana Cedis. The method of payment will be by cash, wire transfer or Bank Draft. Elligible bidders wishing to pay by wire transfer may obtain account information from the above office. The documents may be collected by hand at the above office or will be sent by courier at an additional cost of US$ 10 for delivery in Ghana and US$90 for overseas deliveries.

10. Bids must be delivered to the address shown below at or before 10:00 hours on September 19, 2008. All bids must be accompanied by a bid security in the amount of US$60,000 or the equivalent in a freely convertible currency in the form of a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding document.


11. Late bids will be rejected. Bid securities that do not accompany the bid, but that are tendered after the time of close of bids, will be rejected and the bids will be declared non-responsive, irrespective of any evidence or notification prior to or after bid opening that the security has been issued or is in the process of being issued by the Bank at the time of bid opening. For that matter photocopies, FAX copies and copies other than the original of bid securities accompanying bids will not be considered valid, and will be rejected.

12. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 10.00 Hours GMT on September 19, 2008.
