Contract specifications
6. Contract description: The contract comprises works to improve and
bituminise the Bouar — Fambélé stretch of the RN 3 (Bouar — Garoua Boulaï)
between the town of Bouar (KP 0+000) and KP 73+771:
— KP 0+000, town of Bouar, abutment, on the Bangui side, of the existing
bridge over the Lobaye River,
— road crossing the town of Bouar between the abutment, on the Bangui
side, (KP 0+000) of the existing bridge over the Lobaye River, just at the
Bouar exit in the direction of Garoua Boulaï at KP 7+779,
— from KP 7+779 (Bouar exit) to KP 73+771,
— construction of the Yolé bridge at KP 13+445 and the Nana bridge at KP
59+389,
— construction of reinforced-concrete culverts,
— construction of car parks and lay-bys,
— installation of road signs and equipment.
From KP 0+000 to KP 73+771 (Fambélé), the planned width of the platform is
9 m with a surface dressing of asphalt concrete over a 7-m width and
2-layer surface dressing for the road shoulders (2 × 1 m). The sub-base
will be of selected gravel and the base course of crushed rock.
From KP 4+690 to KP 7+779, for the section crossing the Bouar urban area,
the planned width is 10 m with a surface dressing of asphalt concrete over
the entire width.
7. Number and titles of lots: 1 lot only: improvement and bituminisation
of the Bouar — Fambélé road in the Central African Republic.
2 phases:
— firm phase from KP 33+771.73 to KP 73+771.73, i.e. 40 km,
— conditional phase from KP 0+0000 to KP 33+771.73.
The firm phase also includes construction of the Yolé bridge and
rehabilitation of certain bridges from KP 0+000 to KP 33+771.73.
Tenderers are required to submit a tender for both phases. Tenders
submitted for only 1 phase will be rejected.
Conditions for participation
8. Eligibility and rule of origin: Participation in the contract is open
on equal terms to all natural persons and legal entities (irrespective of
whether they are taking part as individuals or as part of a grouping
(consortium) of tenderers) from the EU Member States, ACP countries, and
also to international organisations, as authorised by the instrument
applicable to the programme under which the contract is financed (see
point 21). All the goods supplied under this contract must originate in
these countries.
9. Grounds for exclusion: Tenderers must provide a signed declaration,
included with the tender form for a works contract, confirming that they
are not in any of the situations listed in section 2.3.3 of the Practical
Guide to contract procedures in the context of external actions.
10. Number of tenders: Tenderers cannot submit more than 1 tender per
lot. Tenders for part of a lot will not be considered. Tenderers may state
in their tender whether they would grant a discount should they be awarded
several lots. Tenderers may submit a variant tender in addition to their
tender for the works required in the invitation to tender dossier.
11. Tender guarantee: When submitting their tenders, tenderers must
provide a tender guarantee of EUR 800 000. This will be returned to
unsuccessful tenderers once the invitation to tender procedure has been
completed and to the successful tenderer(s) once the contract has been
signed by all parties and the performance bond drawn up. This guarantee
will be drawn on if the tenderer does not honour all the obligations
stipulated in the invitation to tender.
12. Performance bond: The successful tenderer will be required to provide
a performance bond equal to 10 % of the contract value when the contract
is signed. The bond must be provided within 30 days of the date on which
the tenderer receives the contract signed by the contracting authority. If
the successful tenderer does not provide the bond within the time allowed,
the contract will be rendered void and a new contract may then be drawn up
and sent to the tenderer with the second best compliant tender.
13. Briefing and/or site visit: A mandatory briefing and site visit will
be arranged for 15.10.2008 (8:00). Meeting and departure point: Ministère

below), on 15.10.2008 (7:00).

Costs incurred in attending the visit shall be borne by tenderers.
14. Tender validity: 90 days from the final date for submission of
tenders.
15. Time limit for completion: 2009-2011.

16. Selection criteria: See Articles 4.2 and 4.3 of the instructions to
tenderers (the invitation to tender dossier may be consulted at the MED —
see point 18).
17. Award criteria: Price.

against payment of XAF 260 000, excluding delivery costs, in cash or by
banker's cheque made payable to the 'Ministère de l'économie, du plan et
de la coopération internationale' and enclosed with the request for the
dossier.
The standard tender form enclosed with the invitation to tender dossier
must be used to draw up tenders, and the clauses and format of this form
must be strictly adhered to.
Questions regarding this invitation to tender must be sent in writing to
the aforementioned MPECI address, with a copy sent to the MED and the
Delegation, quoting the publication reference given in point 1. They must
be sent no later than 21 days prior to the final date for submission of
tenders in point 19.
The contracting authority must reply to questions no later than 11 days
prior to the final date for submission of tenders.
