TITLE APPLICATIONS FOR CONNECTING TWO HOSPITALS (RUHENGERI & KABGAYI) TO TELEMEDICINE SYSTEM

1. The Government of Rwanda has received a Grant from the International Development Association towards the funding of eRwanda Project and it intends to apply part of the proceeds of this grant to payments under the contract for the “Applications for connecting Ruhengeri and Kabgayi hospitals to Telemedicine System”. This involves Supply, Installation and Training on the use of telemedicine software, computer radiography equipment, video conferencing equipment, computers and other accessories.

2. RITA through the eRwanda Project hereby invites sealed bids from eligible bidders for the “Supply, installation, commissioning, training and maintenance of Telemedicine software, video conferencing equipment, computers and their accessories.

Lot Two - Radiography Equipment
Lot Three - Video conferencing Equipment
Lot Four - Computers & accessories
Bidders are free to bid for one or more lots
3. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries as defined in the Guidelines.

5. The Bidding document in ENGLISH or FRENCH may be purchased by interested bidders on submission of a written application to eRwanda Project; Telecom House, 5th Floor, email: bids@rita.rw, and upon payment of a non refundable fee of 10,000 RWANDA FRANCS (FRW) or equivalent in any freely convertible currency, paid to the account N° 1202919 opened in the National Bank of Rwanda.

6. Bids must be delivered to the address above at or before Friday 14th of October, 2008 at 9:30a.m Local Rwanda Time. Bids submitted by electronic means shall not be accepted.

All the four (4) lots must be accompanied by a bid security as shown in the bid data sheet and must be issued by a reputable bank or registered insurance company and valid for a period of 120 days. Late bids will be rejected.

Bids will be opened in the presence of the bidders’ representatives who choose to attend the opening session from the eRwanda’s meeting room on the same day (14th of October 2008) at 10:00a.m
