TITLE: REQUEST FOR PROPOSALS FOR ARCHITECTURAL CONTEST, TECHNICAL STUDIES AND SUPERVISION OF THE EXECUTION WORKS OF THE PROPOSED MMI HEAD OFFICE IN KIGALI.

The Rwanda Public Procurement Authority (RPPA) in collaboration with the Military Medical Insurance (MMI) hereby invites proposals to provide the following consulting services: ARCHITECTURAL CONTEST, TECHNICAL STUDIES AND SUPERVISION OF THE EXECTUTION WORKS OF THE FUTURE MMI HEAD OFFICE IN KIGALI.

Participation is open on equal conditions to all Architectural firms specialised in the field of the assignment through an International Request for proposals.

The request for proposal document will be obtained from the Office of Rwanda Public Procurement Authority located at Avenue de la Paix P.O. Box: 4276 Kigali-Rwanda Tel: 250 501403 Fax 250 501402 from 28th August 2008 upon presenting of a prepaid bank slip of a none-refundable fee of ten thousand (10 000) Rwandan francs deposited to the account N°120.00.61 labeled “NTB Produits Ventes Diverses” opened at the National Bank of Rwanda (BNR), P.O.Box. 531 Tel: (250)572551

A non compulsory site visit, followed by a clarification meeting is scheduled for 10th September 2008 and will be conducted by MMI representatives. Departure time from MMI Parking yard is set for 9 am local time.

At the end of analysis of the graphic proposals (Technical report, summary estimate of the project cost, overall building plan on a 1:500 scale and volumetric scale model on a 1:250 scale etc.), it will be established a classification of the candidates and the first three with the minimum score of 65% will win prizes and only their respective technical proposals will be technically analyzed

Among the bidders whose graphical bids will have won, the consultant to execute this tender shall be selected through Quality and Cost Based Selection (QCBS) according to the prescribed procedures in the Request for Proposals document. Firms should prepare PowerPoint slidespresentation which shall be used in the architectural competition.

Technical proposal (graphic offer: Design & Volumetric model) must be presented showing the nature of the offer concerned and the firm’s name put in stamped envelope. Only one volumetric model shall be presented
