The Government of Indonesia has applied for financing in the amount of US$ 50 million equivalent from the World Bank toward the cost of the Aceh Economic Development Financing Facility, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be financed by the Multi Donor Fund for Aceh and Nias.

The EDFF seeks to support sustainable economic growth in the province of Aceh, Indonesia. The EDFF represents a pool of funds that the provincial government in Aceh will have at its disposal to finance sub-projects that will be implemented over a 4 year period (2009-2012) by international agencies, NGOs or other non-governmental agencies with experience in Aceh, in conjunction with the relevant government agencies. The project will include the following components:

The first component covers the key objectives of the EDFF and relates to the funding of specific sub-projects designed to address economic recovery and development, particularly in the areas of (a) better enabling business and investment environment, (b) assistance to enterprises, communities and producer groups to improve productivity and competitiveness, and (c) strategic complementary economic infrastructure to support economic development.

The second component is the project management that aims to ensure strong project management through strengthening the ability of the Government of Aceh. To this end, the project foresees the hiring of international and national expertise to work alongside the government officials in-charge of the project. A consulting firm will be contracted to assist with the setting up and operations of the Project Management Unit (PMU) responsible for daily oversight of the EDFF project in the provincial government in Aceh as well as provide support to the State Ministry for Disadvantaged Areas (KPDT), the implementing agency at the central level (Project Management Consulting Services for the Economic Development Financing Facility). The hiring of the consulting firm to support project implementation will be procured under QCBS procedures.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket and relevant national and international publications.
