Eligibility of Bidders:   The successful individual consultant shall have the following qualifications and experience:
• A higher degree majoring in assessment or measurement in education.
• At least 5 years experience in assessment or measurement, preferably in an educational context.
• Experience in implementing national quality assessments, including the use of tests for diagnostic purposes to inform curriculum policy development.
• Work experience in a developing country, preferably in South-East Asia.
• Knowledge of the Cambodian education system an advantage.
• Demonstrated recent experience in a training or human resource development role.
• Excellent interpersonal skills in cross-cultural contexts and a proven ability to communicate at a high level in writing and face-to-face.
• Demonstrated successful experience as a mentor to those with whom he or she works.
• Ability to compile and produce high quality reports

REQUEST FOR EXPRESSION OF INTEREST
Advisor for National Assessment
(International Individual Consultant)

1. This Request for Expression of Interest follows the General Procurement Notice for the Cambodia Education Sector Support Project that appeared in dgMarket online on 06 October 2004.

2. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received a Credit No. 4055-KH and Grant No. H1610-KH from the International Development Association (IDA) towards the costs of the Cambodia Education Sector Support Project (CESSP). The objective of the Project is to assist the Royal Government of Cambodia to implement the goals of the Cambodia Education Sector Support Project (CESSP) to enhance access to educational services, with a special focus on the poor and underserved communes.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Education, Sports and Youth (MESY), Project Coordination Office as the implementing agency for CESSP intends to use part of the proceeds of the credit and grant for the services of Advisor for National Assessment (International Individual Consultant). The Advisor will assist the national assessment team to implement the Grade 9 test application for the 2008 with the main task to verify data cleaning, analyze the test results and prepare a Grade 9 report together with the team. The most important aspect of the work is capacity building, including training in the use of a statistical package (preferably SPSS) to analyze results, prepare tables with descriptive statistics, carry out statistical comparisons of means and, if possible, correlation analysis and multivariate analysis. The Adviser, among other tasks, will:
(i) analyze the National Assessment Grade 9 data and prepare a comprehensive report on the findings;
(ii) conduct training for senior ministry staff and the national assessment team on lessons learned from the grade 9 test;
(iii) train the national assessment team members on how to analyze the data and prepare a report on the findings;
(iv) prepare written materials on data analysis and evaluation, and report writing, in the form of syntax files and short training modules, by topic;
(v) promote the use of the emerging National Assessment System as an integral part of the CESSP monitoring and evaluation activity;
(vi) ensure that relevant cross-cutting issues are addressed.

The assignment is expected to be for a period of approximately four months starting in October 2008 or as soon as possible thereafter. There is a possibility of further work over the course of the project.

5. The successful individual consultant shall have the following qualifications and experience:

6. Acting on behalf of the Cambodia Education Sector Support Project, Crown Agents invites expressions of interest from qualified and experienced international individual consultants to undertake the above-mentioned services which are further detailed in the Terms of Reference for this assignment. The consultant shall be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004.

7. Interested individual consultants in submitting their expressions of interest must provide copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).

8. Consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:30 to 12:00 hours and 14:00 to 17:30 hours.

9. Expressions of interest must be submitted to the address below on or before 18 September 2008, 17:30 hours (local time).
