1. This invitation for bids follows the general procurement notice for this project that will appear in Development Business, and national gazettes.

2. The Government of Cabo Verde has received a credit from the International Development Association toward the cost of the Growth and Competitiveness Project, and it intends to apply part of this credit to payments under the contract for Contract no. 190/G&CP-B1/2008 for the Purchase of goods (servers) for the Government Data Center “Casa do Cidadão”

3. The Growth and Competitiveness Project now invites sealed bids from eligible bidders for the supply of Exchange Mailbox Servers; Exchange Edge Servers; Exchange CAS/HUB; Exchange Unified Messaging; OCS; ISA Server for NOSI in Praia, Cape Verde.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995, revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Growth and Competitiveness Project Coordination Unit and inspect the bidding documents at Avenida Cidade de Lisboa, Prédio “Bo Casa”, 4th Floor, Praia, Cape Verde, from 8am to 12am, or from 2pm to 6pm.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100. The method of payment will be cashier’s check payable to the Growth and Competitiveness Project. The document will be sent by airmail for overseas delivery and surface or currier for local delivery.

7. All bids must be accompanied by a bid security of USD$ 20.000 or an equivalent amount in a freely convertible currency and will be delivered to the address below at or before October 16, 2008, at 4pm. They will be opened immediately thereafter in the presence of the bidders’ representatives who choose to attend at the address below. Late bids will be rejected.
