Expressions of Interest
The Republic of Albania has received financing from the World Bank, the
European Investment Bank and the Council of Europe Development Bank toward
the cost of the Education Excellence and Equity Project and intends to
apply part of the proceeds for consultant services for Local TA for "Train
Teachers of Basic Schools Equipped with computer Labs".
The Government of Albania has recognized that public education system is
critical to the Albanian society and has embarked on a path to prepare
students to excel in an information-based, technologically advanced
society, to create technologically savvy citizens and to prepare children
for college and the work world. The integration of ICT into the Albanian
public education system will increase the quality and relevance of
education, the effectiveness of education delivery, and will facilitate
greater access to information and services by marginalized groups and
communities.
The overall goal of the programme is to provide public primary and
secondary schools in Albania with modern computer labs, equipped with
high-speed, reliable Internet connectivity. The Programme will also
address the needs for capacity development of teachers to use ICT though a
number of practical training courses and build a contemporary ICT
curriculum.
General Objectives
The objective of the assignment is to implement the training component of
the e-Schools Project for basic school teachers. The assignment is to be
conducted in two phases:
— Training of all 1284 teachers who will teach informatics in public basic
schools in all modules above,
— Final assessment for all 1284 teachers who attended training in phase
one and certification for all teachers that pass all modules of ICT
literacy. A standardized test should be provided and administered under
the MoES supervision in accordance with national ICT literacy standards.
The MoES will review and approve the test before the winning company
delivers it and the criteria and minimum requirements for passing will be
decided by the MoES.
Scope of Services
The main tasks of this consultant service are as follows:
— Design or adapt international online assessment and/or testing tools for
the modules of ICT literacy,
— Design and deliver a comprehensive teacher training program for teachers
according to the modules of ICT literacy and the new ICT curriculum for
Albanian basic schools,
— Prepare a detailed agenda for every day which will comprise four
training sessions of 1.5 hours each on classes with not more than 15
teachers,
— Deliver live workshops in an interactive manner, by encouraging
discussion among participants and allowing them time for reflection on how
to make use of the strategies in their classrooms. The vendor should
ensure that participants have time for guided practice during the
workshops,
— Prepare handouts and other written materials for all teachers for use
during the workshops and for further reference and use in their everyday
work as resources for their teaching sessions and their own professional
development,
— Provide certification for all teachers that will pass all modules of ICT
literacy. This certification will be recognized by the MoES and will have
MoES logo in it.
Timing
The Consultant Company is expected to spend for this assignment 8 weeks
from the date of the contract signing.
General Qualifications and Skills
The vendor must have expertise in delivering training modules with adults
in order to maintain high standards of workshop sessions. The vendor
should have staff with at least 20 trainers who have the following
qualifications:
— University degree(s) in education or ICT-related fields,
— At least three years experience on teaching or conducting ICT training,
— Certification as trainers,
— In-depth knowledge of teaching and learning methodology,
— Ability to work in a team,
— Demonstrable ability to successfully deliver products and services in
the area ICT training.
Eligible consultants are invited to express their interest in providing
the above describes services. Interested consultants must provide
information indicating that they are qualified to perform the services
(brochures, description of 15 most relevant and similar assignments,
experience in similar conditions, availability of appropriate skills among
staff etc.). Consultants may associate to enhance their qualifications.
The Borrower shall select six firms with the most appropriate
qualifications and references, out of those providing expressions of
interest; and invite them to submit technical and financial proposals.
Consulting services will be selected on the basis of Quality and
Cost-Based Selection (QCBS), in accordance with the World Bank's
Guidelines (May 2004): Selection and Employment of Consultants by World
Bank Borrowers.
