Procurement of Renovation of the Main Building for the Construction and Renovation of Mittaphab Hospital

IFB No. ICB/CW/02

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 713, dated December 31, 2007.

2. The Government of Lao People’s Democratic Republic has received a Grant from the International Development Association (IDA) of the World Bank to implement the Health Services Improvement Project (HSIP) for a period of five years, and intends to apply part of the fund to cover eligible payment for Construction and Renovation of Mittaphab Hospital (ICB/CW/02).

3. The Project Management Unit (PMU) of the Health Service Improvement Project now invites sealed bids from eligible and qualified bidders for Construction and Renovation of Mittaphab Hospital. The delivery/construction period is 540 days (18 months).

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from the PMU office of Health Service Improvement Project and inspect the Bidding Documents at the address given below from September 02, 2008, 8:00 am to 16:00 pm local time.

6. Qualifications requirements include: Technical requirement, Financial Capability, Experience for construction and Renovation of Hospital Building. A margin of preference for eligible national contractors shall be applied, Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee US Dollars 300. An extra charge of US$20 for local delivery or US$60 for overseas delivery should be added to the fee. No liability will be accepted for loss or late delivery of documents so mailed. Interested bidders who would like to receive bid documents by mail must send the non refundable fee of US$300 plus the delivery charge to the Bank Account Number below in the form of a remittance by Telegraphic Transfer or Bank Draft prior to the shipment of bid documents. No documents will be sent unless the required funds have been provided in advance or evidence of the transfer has been communicated by facsimile at the address below.

8. Bids must be delivered to the address below at or before 14:00 pm local time on October 20, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person.

9 All bids must be accompanied by a Bid Security for an amount of not less than 2 percent of bid price, denominated in the currency of the bid or an equivalent amount in a freely convertible currency.
