Pursuant to the Collaboration Agreement by and between Millennium Challenge Georgia Fund (MCG) and Municipal Development Fund of Georgia (MDF) dated July 24, 2008, the MDF is going to receive a Grant from MCG (the Grant) and intends to apply part of the proceeds of this Grant to finance the contract for the preparation of a Detailed Design (including Environmental Assessment) for Rehabilitation of the Zemo Samgori Irrigation System (Stage 1). Selection process and contract management will be carried out by the MDF.

The MDF now invites eligible consulting firms to express their interest in providing the services. The overall objective of this assignment is to prepare detailed design and bidding documents according to international standards for rehabilitation of the Zemo Samgori Irrigation Scheme.

The assignment will include carrying out surveys (including topographic survey) and investigations required for the design and bidding documents preparation; preparation of detailed designs, bidding documents and drawings in compliance with relevant international/national standards; preparation of the environmental assessment (EA); and discussions of the designs with all the stakeholders, making necessary amendments and seeking approval of the relevant authorities.

The detailed design of Zemo Samgori Irrigation Scheme rehabilitation Stage 1 comprises the following:

 Paldo Headworks;
 Emergency rehabilitation works of Upper Main Canal;
 Rehabilitation of the selected secondaries on 4,582 ha;
 Rehabilitation of Tbilisi Water Reservoir Headworks;
 Emergency rehabilitation works of Lower Main Canal; and
 Rehabilitation of the selected secondaries on 7,120 ha.

The designing consists of research, field and design works, which comprise preparation of the detailed drawings, specifications, bills of quantities and confidential cost estimates of rehabilitation works, and the data required for the preparation of bidding documents.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial capability, etc.). Consultants may associate to enhance their qualifications. A shortlist of consultants will be prepared based on the information submitted in the Expressions of Interest; therefore it is important that all relevant information be included in the consultants’ submissions.
Selection for services to be financed with the proceeds of the Grant is open to firms from all countries, subject to the following exceptions: MCG Grant funding will not be used for the purpose of any payment to persons or entities, or for any import of goods, if, (i) as a matter of law or official regulations, Georgia prohibits commercial relations with the country of their nationality, provided that MCG is satisfied that such exclusion does not preclude effective competition for the supply of goods or the contracting of works required; (ii) such payment or import is prohibited by Georgia in compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations ; (iii) any person or entity debarred or suspended from participation in procurement funded by the US Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies, including under any then-existing anti-terrorist policies.

A consultant will be selected in agreement with MCC procedures essentially in line with the selection procedures set out in the current World Bank “Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004” following the Consultants' Quality- and Cost-Based Selection (QCBS) method.

Expressions of Interest must be delivered to the address below not later than September 22, 2008.
