SPECIFIC PROCUREMENT NOTICE

SELECTION OF CONSULTANTS AND CONSULTING SERVICES

Request for Proposals for Consulting Services

Consultant Services for a Perishable Cargo Centre at
Kotoka International Airport

RFP Ref: 1401101/RFP/QCBS/09/08

1. The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Ghana (the “Government”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Ghana in the amount of approximately five hundred and forty seven million USD (“MCC Funding”). The Millennium Development Authority (“MiDA”) on behalf of the Government intends to apply a portion of the proceeds of MCC Funding to eligible payments under a contract associated with this Request for Proposal (“RFP”). The interpretation and performance of the Contract, including payments by MiDA and restrictions on the use of MCC Funding, will be subject, in all respects, to the terms and conditions of the Compact. No party other than the Government and MiDA shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. This Invitation for Proposals follows the General Procurement Notice that appeared in dgMarket on 09 July 2008.

3. MiDA now invites sealed Proposals to provide the consultant services shown above. More details on the services are provided in the Terms of Reference.

4. This RFP is open to all eligible Consultants who wish to respond to the Request for Proposals Document. Association among Foreign and Local Consultants is encouraged, but it is not mandatory. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment.

5. This Proposal, and the Contract to be awarded is divided into the following Phases:

1. Phase A Review of Design and Bidding Documentation for the Perishable Cargo & Design and Preparation of Bidding Document for the Palletisation Facility
2. Phase B Construction Supervision Services
3. Phase C Post-Construction Services

6. A Consultant will be selected under the QCBS method, the evaluation procedure for which is described in sections of this RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.

8. The SPN will be placed on the MiDA website at www.mida.gov.gh from the date of issue and prospective Consultants interested in submitting a Proposal should submit an e-mail, giving full contact details of the prospective Consultant, to info@mida.gov.gh and ckpgh@charleskendall.com so that documents may be issued by MiDA.

9. A Pre-Proposal Meeting will be held at 10:00 hours (local time) on 24 September, 2008 in the conference room of MiDA in Heritage Tower. Attendance is strongly advised for all prospective Consultants or their representatives but is not mandatory.

10. The deadline for submission of Proposals will be 10:00 a.m. (local time) on the 17 October 2008 as shown on the cover of the RFP. A public opening of the Technical Proposals will not be held.

11. Upon receipt of this letter, please inform us in writing, or by electronic mail, at the address shown below:
(a) that you received the Letter of Invitation; and
(b) whether you will submit a proposal alone or in association
