Note:
The bidder Rousant (UK) Limited T/A Rousant International SA Office in JV with Fortune Enterprise PLC submitted the following bid guarantees
a) USD 55,000 from FORTIS Bank S.A/N.V. for Lot 1 & Lot 3 on behalf of Rousant International C/O Rousant (UK) Limited, not in the name of the JV or the JV partners;
b) USD 45.000 from FORTIS Bank S.A/N.V for Lot 2 on behalf of Rousant International C/O Rousant (UK) Limited, not in the name of the JV or the JV partners;
c) ETB 180,000 from Dashen Bank for unspecified supply of Impregnated Wood Poles on behalf of M/S Fortune Enterprise PLC, not in the name of the JV or the JV partners, and not following substantially the required format given in the Bid Documents.
The bidder had sent by fax before the closing time amendment stating the new amount of guarantee USD 55,000 & 45,000:
a) to be USD 72,000 and guarantee
b) to be USD 57,000, and submitted in the bid opening the originals of these two amendments, which were however not read out and recorded.
However the Bid security was not fulfilling the requirements of the Bid Document. Bid form and JV agreement are signed only one of the intented JV partners. Alternative bid proposed by the bidder is not considered (ITB 13.1).

The bidder Addis Block Production Share Company in JV with Saba Engineering Private Limited Company submitted the following bid guarantees
a) ETB 439,000 from Wegagen Bank for Lot 1 on behalf of Addis Block Production S.C, not in the name of the JV or the JV partners, having limitation in the demand period under this guarantee to 21 August 2008, while the Bid Document requirement is 18 September 2008;
b) ETB 394,000 from Wegagen Bank for Lot 2 on behalf of Addis Block Production S.C, not in the name of the JV or the JV partners, having limitation in the demand period under this guarantee to 21 August 2008, while the Bid Document requirement is 18 September 2008.
Therefore Bid security was not fulfilling the requirements of the Bid Document.
