Invitation for Bids (IFB)

 "Procurement and installation of radiostations for Emergency Plans Actions"

IDSP/ICB/PG-08/001 (three lots)

Credit No. 3922-AM

1.         This Invitation for Bids followsthe General Procurement Notice for this Project that appeared in Development Business posted on lain on 29 December2005.

2.        The Republic of Armenia has received a credit from the International DevelopmentAssociation toward the cost of Irrigation DamSafety IIProject, and it intends to apply part of the proceeds of this credit topayments under the Contract for "Procurement andinstallation of radio stations for Emergency Plans Actions" IDSP/ICB/PG-08/001 (threelots).

 

3.         The "Water Sector Development and Institutional Improvements Projects ImplementationUnit" State Institution now invites sealed bids from eligibleand qualified bidders for

LOT 1:

"Procurement and installation of short wave (SW) radiostations"

IDSP/ICB/PG-08/001-1

Item 1: Short-wave (SW) base mobile radio stations of SRtype equipped with power-unit, base antennas and cable 30 m -7 units

Item 2: Antennas for SW mobile radio stations of SR type -6units

Item 3: SW base immovable radio stations of VR type equipped with power-unit, baseantenna and 30m cable -31 units

Item 4: Lightning rod of antennas and earthing (grounding)for radio stations-40 units

 

LOT 2:

"Procurement and installation of super short wave (SSW) radiostations" IDSP/ICB/PG-08/001-2

Item 1: Super Short Wave (SSW) movable radio stations onvehicles with antennas (magnetic base) in marzes for mobile rescue teams -61 units

 Item2:Super Short Wave (SSW) immovable radio stations equipped with power-unit, base antennas and 30 m cable-40units

Item 3: Interlink facilities of SW and SSW radio stationsfor vehicles in marzes -10 units

Item 4: Movable generators for 26 reservoirs-26units

 

LOT 3:

"Procurement of portable super shortwave (SSW) radio stations"

IDSP/ICB/PG-08/001- 3

Item 1: Portable SSW radio stations -471 units

 

Bids can be submitted for one lot, a combination of lots orfor all lots. Bids for each lot must be complete. Incomplete Bids will be rejected. Evaluation of Bids will be done on per-lotbasis. 

 

The delivery period should be: 120days.

 

4.         Bidding will be conducted throughthe International Competitive Bidding (ICB) a procedure specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits, and is open to all bidders from Eligible Source Countries as defined in theGuidelines.

5.         Interested eligible bidders may obtain further information from"Water Sector Development and Institutional Improvements PIU" SI andinspect the Bidding Documents at the address given below from 09.00AM to 5.00PM.

6.     Qualifications requirements include: Min 3 years experience in manufacturing and/or 3 years in supplying of similarmachinery; Min 3 successfully implemented similar contracts in the last 3 years; Min US$400,000 amountof liquid assets and/or credit line for Lot 1, min US$ 135,000amount of liquid assets and/or credit line for Lot 2 and min US$ 200,000 amount of liquid assets and/or credit line for Lot 3.

The local suppliers also must submit the Statement from the Tax Inspectorate, that the Company hasno debt to the State budget. A margin of preference for certain goods manufactureddomestically shallnot be applied. Additional details are provided inthe Bidding Documents.

 

7.         A complete set of Bidding Documents in English may bepurchased byinterested bidders on the submission of a written Application to the address below and upon payment of a non refundable feeUS$100.00 or equivalent Armenian Drams. The method of payment will be direct deposit to specified account number. TheBidding Documents will be sent by courier services or by e-mail or will be handed to the bidder's representatives.

8.           Bids must be delivered to the address below at or before October 15, 2008, 16:00 (local time). Electronic bidding will notbe permitted. Late bids will be rejected.  Bidswill be opened in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at October 15, 2008, 16:00 (local time).  Allbids must be accompanied by a "Bid Security": for Lot 1 - US$8,000 for Lot 2 - US$ 3,000 and for Lot 3 - US$ 4,500 or anequivalent amount in a ArmenianDrams.
