SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Parks and Leisure Construction work in Barking Park in the Borough of
Barking & Dagenham.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.

Main site or location of works: Barking and Dagenham.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Borough’s
Parks & Green Spaces Strategy (2003) sets out a framework for the
improvement of the entire Borough’s parks and green spaces by 2020, and
all parks to have master plans and management plans by 2012.
As the result of the award of a Stage 2 Heritage Lottery Fund (HLF) grant
this contract will enable the Council to procure the construction of the
agreed plans for the restoration and improvement of Barking Park which
will include development of the Park Landscape and leisure buildings.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Construction of new landscapes and
buildings, plus restoration of a small number of buildings at Barking
Park, in existing parkland including demolition of existing architecture.
( Area of park is 30 ha).
The total costs of Barking Park Project is estimated to be some 5.2.
Million pounds. The contract is to be let using NEC 3 and the work will be
tendered on a traditional LI/RIBA Stage basis.
Estimated value excluding VAT: 5 200 000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 18 (from the award of the contract).

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Barking and Dagenham is an outer London
Borough to the East of the City on the North bank of the River Thames and
within the M25 London Orbital Motorway.
The neighbouring London Borough Councils are:
— Newham, to the West,
— Redbridge, to the North,
— Havering, to the East.
Background information.
— Resident population estimate, mid 2004 = 164 572 (Office of National
Statistics),
— Percentage of the resident population who were aged under 16, mid 2004 =
23.3 %,
— Percentage of the resident population aged 60 or over, mid 2004 = 17.2
%.
This project requires:
— Experience of successful Heritage Lottery Fund (HLF) and historic
landscape restoration projects in accordance with HLF criteria,
— Experience of Football Association/Sport England projects.
Therefore an excellent track record in the delivery of these.
Projects to a high quality is required;
— Experience of successful, high quality leisure projects including.
Community and sporting hub projects and improvements to meet.
National guidelines for changing facilities;
Selection of the successful consultant will be overseen by HLF.
