For the Lead Technical Manager for RCIPRW

I. Background
The Government of Rwanda is embarking on an ambitious project to provide advanced telecommunications services across the country. In addition to its own resources, the Government has requested World Bank assistance to support this objective. In this context the Government is formulating activities to be financed through a US$24m grant under the World Bank Regional Communications Infrastructure Program (RCIP). RCIP is a regional program designed to improve the development and use of regional communications networks (more information on www.worldbank.org/rcip).
The specific objective of the RCIP project in Rwanda (RCIPRW) is to contribute to extend the geographic reach of broadband networks and stimulate the private-sector to provide broadband connectivity across the country at affordable rates.
In particular, the project will make low-cost international connectivity available to the market and will provide broadband communications to public institutions across the country. The services will be provided through the private sector, hence stimulating private investment, competition and overall sector development.
The Project will be implemented by the Rwanda Information Technology Authority (RITA) based in Kigali, Rwanda. RITA is in the process of reinforcing its managerial and technical teams to undertake the project.
The RITA management structure also contains a Project Manager for eRwanda. Both the eRwanda Project Manager and the RCIPRW Lead Technical Manager will jointly supervise the eRwanda/RCIPRW support team.

Job Title: Lead Technical Manager for RCIPRW

Location: Based at RITA headquarters (Telecom House-Kacyiru.
II. Scope of Work
a. Objectives
The objective of the RCIPRW Lead Technical Manager will be to ensure that the RCIPRW project is a success and its objectives are met. In doing so, he/she will successfully manage a team within RITA to carry out the project activities in an effective and professional manner.

b. Scope of Work
The main tasks of the Lead Technical Manager are:
• Ensuring the effective coordination, management, and implementation of the RCIPRW project;
• Overseeing and being responsible for the overall implementation of the RCIPRW;
• Functioning as the main point of contact between the project and the World Bank.
• Liaising effectively with all public and private stakeholders involved in the implementation of RCIPRW.
• Ensuring that project beneficiaries are well informed and involved in all project activities;
• In cooperation with the government, ensuring effective administration and financing of the project, including timely submission of application for funds withdrawals,
• Ensuring timely disbursements and efficient use of project funds
• Monitoring and evaluating the project’s performance
• Supervising the RCIPRW technical team
• Coordinating with the eRwanda Project Manager and the eRwanda/RCIP joint support team (consisting of finance, procurement, M&E and administrative services)
The RCIPRW Lead Technical Manager will report to the Executive Director of RITA.
c. Major responsibilities:
MANAGEMENT OF THE BUDGET AND CONTRACTS
• Approve, coordinate and control all activities related to selection, acquisition, development and installation of the activities of RCIPRW. The Lead Technical Manager provides advice on evaluation, selection, implementation and maintenance of these activities, ensuring appropriate investment in strategic and operational systems. He also evaluates systems to measure their success.
• Oversee the preparation of all TOR for consultants and supervises execution of contracts. Oversee the preparation of all TOR, EOI, RFPs and other project related procurement documents.
• Develop and maintain corporate policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of ICT systems.
• Maintain contact with ICT operators, ISPs and other companies in the sector. Maintain knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels. Evaluate alternatives, perform appropriate cost benefit analysis, and recommend solutions that maximize effectiveness and minimize costs commensurate with acceptable risks.
• Ensure that Government of Rwanda and World Bank policies and procedures are followed at all times.
• Ensure that financial monitoring and reporting systems are in place and operational at all times to meet Government of Rwanda and World Bank requirements.
PLANNING/ POLICY DEVELOPMENT
• Responsible for the vision and planning for the project.
• Lead the detailed design of the project implementation mechanism (e.g. detailed technical feasibility studies, tendering process, bid evaluations, etc.).
• Responsible for coordination with other agencies of government (including the relevant Ministries and other regulatory agencies).
• Develop and enforce policy and procedures to ensure the protection of the project’s assets and the integrity, security and privacy if information entrusted to or maintained by the RITA.
REPORTING
• Coordinate and manage reporting needs and data analysis for the World Bank and RITA Management. Ensure that the gathering, processing, distribution and use of pertinent information required by management to make decisions occur in a timely, accurate and cost effective manner.
• Oversee the development, maintenance, and communication of systems documentation, policies, and procedures.
SUPERVISION/STAFF COORDINATION
• Select, train, supervise, evaluate and dismiss, if necessary, the RCIPRW staff. Assure that the duties and roles assigned to the each member of staff will be performed during vacations, illnesses, and other cases where the primary person is not available.
• Participate as a full member in the RITA Management Team and liaise at all times with the eRwanda Project Manager.

III. Required Academic Qualifications, Competences and Skills.
Successful applicants will have a strong background in project management. It is important that the applicant have a) a good knowledge of the ICT sector, particularly in telecommunications; b) government and business operations in Rwanda, and, c) knowledge of and experience of working with the World Bank.
The Lead Technical Manager should have:
• Masters degree in Computer Science, Management Information Systems, Telecommunications or the equivalent, OR a Bachelors degree in an ICT related field and a Masters degree in Business Administration, Public or Private Sector Management or a related field.
• At least 5-7 years of direct relevant work experience in managing ICT related projects. Experience of the telecommunications sector is particularly important.
• Knowledge of and experience with the World Bank financed projects or other international organizations (desirable).
• High integrity and accountability, leadership and good team work spirit.
• Ability to inspire and manage technical professionals to achieve results.
The ideal candidate will also have a comprehensive knowledge of:
• Business principles and techniques of administration, organization, and management to include an in-depth understanding of the key business issues that face the GoR.
• Business office operations as it pertains to the ICT sector
Proven skills in:
• Management and leadership
• Planning and organizing
• Negotiating with vendors, contractors, and others
• Budget preparation and monitoring
• Communication: candidate must be fluent in English or French and possess a working knowledge of the other. Knowledge of Kinyarwanda and/or Kiswahili an asset.
Demonstrated ability to:
• Be a team player that motivates and educates other team members
• Set and manage priorities
• Relate to all levels of the user community
