Title: TRAINING OF FARMERS ON IRRIGATION TECHNIQUES

CALL FOR MANIFESTATION OF INTEREST

In the context of government cooperation between the Grand Duché of Luxembourg and the Republic of Rwanda. Lux Development (The Luxembourg Development cooperation agency) in collaboration with MINAGRI (Rwanda Ministry of Agriculture and Animal Resources) invites interested firms to submit to submit their manifest of interest for the above mentioned services under Project RWA 022. Bugesera rural economy development.

This invitation to tender is reserved to consultancy firms. Mandatory criteria to the selection list are:
• Experience in the field of the mission
• International experience

The invitation to tender concerns the training of farmers on irrigation techniques, on maintenance of networks and pumping stations.
Irrigation areas are located in Rwanda in the South and East of Bugesera region.
The types of irrigation practiced in these areas are irrigation by sprinklers and improved gravity irrigation using channels. Each area is supplied in water by at least two pumping stations.
Three areas totalizing 100 ha are used since July 2008. These areas are irrigated by aspersion. Three other areas totalizing 150 ha shall be executed in the first Semester 2009 and shall be of the improved gravity irrigation type.
The used areas are managed by KOAIGR cooperative and those to be executed in 2009 shall be managed by a second cooperative yet to be born.
That is why the training shall be in two steps. The first step (phase I), immediate on used areas and a second step (phase II) from September 2009.
Trainings shall be divided in two modules, one dealing with networks and pumping stations managers and another to farmers beneficiaries of irrigation.

The provisional budget for that mission is 50 000€.

Invitation for manifestation of interest to qualified consultancy firms according to access criteria for the short list should reach not later than 10 October 2008 at 10h00 local time to the following address:

The manifestation of interests sent through e-mail shall be considered under the condition that the letter of manifestation of interest is signed.

The manifestation of interest should be comprised of the following elements:
• Letter of manifestation of interest
• General presentation of the firm
• Detailed list of references in the field of training in irrigation techniques and, maintenance of networks and pumping stations (at least three references including one reference from outside the country of the head office)
• Presentation of evidences of the competence of the firm in the field of training (list of certificates of good execution and/or list of training parts written or co-written by the firm and/or list of other teaching materials (photos, videos…) carried out by the firm.
