1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 682 of July 16, 2006; UNDB online on July 7, 2006; and dgMarket on July 6, 2006.

2. The Government of the Lao People’s Democratic Republic has received a grant from the International Development Association toward the cost of Greater Mekong Subregion (GMS) Power Trade Project (Lao PDR), and it intends to apply part of the proceeds of this grant to payments under the supply contract IFB-4 (Rebidding) Procurement of field work vehicles.

3. Electricité du Laos (short form EdL) now invites sealed bids from eligible bidders for supply of vehicles.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Electricité du Laos (EdL) and inspect the bidding documents at the address No. 1 below from 08:00 to 12:00 hours and 13:30 to 16:30 hours, Monday to Friday.

6. A complete set of Bidding Documents in the English language may be purchased by interested bidders on the submission of a written Application to the address No. 1 below and upon payment of a nonrefundable fee of US$ 50 (Fifty US dollars only). The method of payment will be cash or by cashier’s check drawn on a Bank operating in Lao PDR. The method of delivery shall be hand to hand at the purchaser Address No.1 and the delivery by courier can be arranged upon request by bidders, but additional fee shall be paid by bidders to cover the actual mailing cost.

7. Bids must be delivered to the address No. 2 below at or before 14.00 o’clock local time on October 29, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at address No. 2 below at 14.00 o’clock local time on October 29, 2008. All bids must be accompanied by a Bid Security not less than US $5,000 (five thousand US dollars), or equivalent amount in a freely convertible currency.
