Name of Project: SECOND RURAL SECTOR SUPPORT PROJECT (RSSP II)

1. The Government of the Republic of Rwanda has obtained a credit from the World Bank to finance the Second Rural Sector Support Project (RSSP II) and intends to apply a portion of the proceeds of this credit to finance services for the construction works of irrigation dams for Nyarubogo marshland (± 220 ha), located in Nyanza District, Southern Province. Shall be allowed to tender all bidders from eligible countries as defined in the guidelines concerning the World Bank Procurement.

2. The Ministry of Agriculture and Animal Resources delegates the Rural Sector Support Project (RSSP II) to follow up the execution of these works.

3. The Rwanda Public Procurement Authority hereby invites international tenders for the execution works for the construction of irrigation dam for Nyarubogo marshland (± 220 ha), located in Nyanza District, Southern Province.

4. The tender consists of one indivisible lot

Tender Document may be obtained from the Rwanda Public Procurement Authority from 16 th September 2008 upon presentation of a prepaid bank slip of a non-refundable fee of thirty thousand (30,000FRW) or the equivalent in a freely convertible currency deposited to the account N°120.00.61 labeled “NTB Produits et Ventes Diverses” opened at the “Banque Nationale du Rwanda” B.P. 531 Tel: (250)572551.

Well printed bids written in French or English, properly bound and presented in four copies of which, an original and three copies must reach, in sealed envelopes, the Director of the Rwanda Public Procurement Authority , P.O. Box 4276 Kigali, Avenue de la paix, Tel.: (250) 501403, Fax: (250) 501402 at the latest on 31st October 2008 at 09:00 a.m. local time (07:00 GMT), accompanied by a bid guarantee of twelve million Rwanda franc (12.000.000 Rwf) or the equivalent in a freely convertible currency, issued by a reputable bank or a registered insurance company. Late bids will be rejected.
The bids will remain valid for 120 days starting from the deadline for their submission.
The opening of the bids will take place in a public session on the same day at 10:00 a.m. (08:00 GMT) prompt local time at the Rwanda Public Procurement Authority conference-room.

7. A compulsory site visit will be conducted by the Representative of RSSP. The time and place for departure are fixed on 2nd October 2008, at 8:00 a.m. local time (06:00 GMT) at Rural Sector Support Project office - Kacyiru.
