ROADS PROJECT

REQUEST FOR EXPRESSIONS OF INTEREST (EOI)

PROJECT MANAGEMENT SERVICES AND TECHNICAL ASSISTANCE FOR ROAD MAINTENANCE


On July 14, 2008, the MCC and the Government of Burkina Faso (GoBF) signed a five-year Compact of approximately US$480,9 million to fund a Program designed to help reduce poverty through targeted agricultural, transportation and social infrastructure interventions. The Compact is expected to become effective in July 2009 and end in July 2014.

The United States of America, acting through the Millennium Challenge Corporation (“MCC”), and the Government of Burkina Faso have executed a Grant and Implementation Agreement for Compact Development on November 22, 2007 (the “609 (g)Grant Agreement”) that sets forth the general terms and conditions on which MCC will provide funding of an amount not to exceed nine million four hundred thirty thousand United States Dollars (US $9,430,000) to the Government for activities including Final Road Studies/ Specifications/Environmental and Social Resettlement Work.

The Compact will be implemented on behalf of GoBF by the Millennium Challenge Account – Burkina Faso (MCA-BF). MCA-BF will manage the transportation infrastructure activities of the Compact, including rehabilitation and upgrading of primary roads to bitumen surface, rehabilitation and construction of rural access roads and strengthening road maintenance, hereinafter referred to as the Road Project.

Consulting engineering firms will be engaged to prepare feasibility studies, environmental assessments, resettlement action plans, and final designs, and to supervise construction for the Road Project. Construction will be done by private contractors.

MCA-BF will retain the services of a Project Management Consultant (PMC, the Consultant) to oversee the work performed by the consulting engineering firms and the construction contractors for the Road Project; and to provide technical assistance (TA) services for road maintenance, including the preparation of an incentive matching fund for periodic road maintenance.

This request for expression of interest (EOI) follows the General Procurement Notice for this Project that appeared in Dg Market Website on August 14, 2008; in UN Development Business on-line website on August 22, 2008; in Sidwaya, local newspaper, on August 20, 2008 and in MCA-BF website on August 20, 2008.
MCA-BF hereby intends to shortlist national and/or international consulting firms and/or associations of consulting firms to compete for the provision of Project Management Services and Technical Assistance, including a study for an Incentive Matching Fund for Periodic Road Maintenance, for the Roads Project. Interested firms must submit information on their credentials, including descriptions of similar assignments, experience in similar tasks and conditions and availability of appropriate skills among staff.
The Project Management Services and Technical Assistance for Road Maintenance, including the study for Incentive Matching Fund for Periodic Road Maintenance, will be awarded as a single package under a lump sum contract.
The Consultant will be selected from among the short-listed consultants who submit proposals in accordance with the Quality and Cost-Based Selection method (QCBS) set out in the MCC Program Procurement Guidelines of July 2008 (downloadable on www.mcc.gov).
Full expressions of interest (EOI) documents to be filled in by applicants are available on the MCA-BF website ( www.mcaburkina.bf )
The deadline for submission of EOI is October 9, 2008 at 9 h 00 am GMT. The EOI application must be filled in both the English and French languages.
Applicants are encouraged to check the MCA-BF website on a regular basis. All questions regarded this EOI and their related responses, as well as amendments to this EOI, will be posted on the MCA-BF website.
