Eligibility of Bidders:   Bidders must satisfy the legal, financial and litigation criteria requirements stated in Section V of this IFB. Bidders must also satisfy the eligibility criteria set forth in this IFB and as contained in the “MCC Program Procurement Guidelines” governing MCC-funded procurements under the Compact.
Bidders must provide background information and documents sufficient to demonstrate that they are technically and financially qualified in the specific field of the procurement (i.e., acquisition of satellite imagery, digital image processing and production of digital orthoimage cartography).
• Two (2) references of previous successfully completed contract of similar size and complexity in the acquisition of satellite imagery, digital image processing and the production of digital orthoimage maps – cartography, one reference should demonstrate previous working experience in Benin or a country of the African continent. ;

• A methodological note to explain how the Bidder intends to acquire and provide the satellite data and produce orthoimages for the 30 communes ;

• Bidder’s financial capacity to mobilize and sustain the procurement of the satellite data and produce the orthoimage maps . Therefore in their submissions, bidders are required to provide information on their financial status by completing the attached Form 3 (financial situation)

Invitation for Bids (IFB)

Procurement of Satellite Images and Production of Orthoimages Maps of 30 communes

1. The Invitation for Bids (IFB) follows the General Procurement Notice that appeared in DG-Market online of May 27th, 2008, UN Development Business online of June 03rd, 2008 and local newspapers and was posted on the website of MCA-Benin (www.mcabenin.bj) on May 27th, 2008.

2. The Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Benin (the “Government”) have entered into a Compact for Millennium Challenge Account (“MCA”) assistance to help advance economic growth and eliminate poverty in Benin (the “Compact”) in an amount up to 307,298,040 USD. Subject to the terms of the Compact, Benin intends to apply a portion of the proceeds of MCC Funding (as defined in the Compact) to eligible payments under this Contract for Procurement of Satellite Images and Production of Orthoimage Maps of 30 Communes .

3. The Millennium Challenge Account – Benin ("MCA-Benin"), the "Purchaser", now invites sealed bids from eligible and qualified bidders for the Procurement of Satellite Images and Production of Orthoimage Maps of 30 communes.
The procurement package is divided into Four (4) lots.

3.1 Lots
LOT 1 : (about 11 152 km²)
Banikoara : 4383 km² ; Kandi : 3421 km² ; Ségbana : 4471 km²
LOT 2 : (about 7 518 km²)
Bembéréké : 3348 km² ; Kalalé : 3586 km² ; Tchaourou : 7256 km²
LOT 3 : (about 15 313 km²)
Savè : 2228 km² ; Glazoué : 1350 km² ; Savalou : 2674 km² ; Dassa : 1711 km²
Kétou : 2183 km² ; Zagnanado : 750 km² ; Pobè : 400 km²
LOT 4 : (about 11 504 km²)
Djidja : 2184 km² ; Za-Kpota : 600 km² ; Zogbodomè : 600 km² ; Toffo : 515 km²
Zè : 543 km² ; Aplahoué : 572 km² ; Toviklin : 120 km² ; Djakotomey : 325 km²
Dogbo : 475 km² ; Adjohoun : 308 km² ; Akpro-Missérété : 79 km² ; Ifangni : 242 km²
Avrankou : 150 km² ; Dangbo : 340 km² ; Athiémé : 220 km² ; Houéyogbé : 290 km²
Comè : 163 km²

Bidders may bid for one to all lots. Each lot shall be evaluated separately and Contracts awarded per lot.
For each lot, Bidder must provide separately the price for the procurement of the images and the production of orthoimages.
A bidder can be awarded one, two, three or all four lots
The final product of “orthoimage maps” of lots 1 and 2 shall be delivered no later than June 30, 2009
The final product of “orthoimage maps” of lots 3 and 4 shall be delivered no later than September 30, 2010

3.2: Design and provide in Cotonou, Benin a training session on the processing of satellite data, and the production and use of orthoimage maps for four (4) persons.

4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the Millennium Challenge Account – Benin :

5. Qualifications requirements include the following:
a. Bidder’s Legal Name;
b. In case of joint venture (JV), legal name of each party;
c. Bidder’s actual or intended Country of Registration;
d. Bidder’s Year of Registration;
e. Bidder’s Legal Address in Country of Registration;
f. Bidder’s Authorized Representative Information;
g. Copies of original documents of Articles of Incorporation or Registration of firm;
h. Letter of intent to form JV or JV agreement;
i. Documents establishing legal and financial autonomy and compliance with commercial law in accordance with ITB Sub-Clause 4.5 for government owned entity from the purchaser’s country;

6. A complete set of Bidding Documents may be obtained by any interested eligible Bidder on the submission of an application request to the above from September 08th 2008, or may be downloaded from www.mcabenin.bj without any charges. Any person or entity that has been prohibited from participation in procurements funded with The World Bank assistance or debarred or suspended from participation in procurements funded by the US Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies including under any then-existing anti-terrorist policies and as may otherwise be specified in the Procurement Guidelines shall be excluded from procurements awarded in furtherance of the Compact. Without limiting the foregoing, this would remove from eligibility any procurement from a country or from a firm that is organized in or has its principal place of business or a significant portion of its operations in any country that is subject to sanction or restriction by United States law or policy. As of the date hereof, this list includes Cuba, Iran, North Korea, Sudan and Syria.

7. All Bids must be delivered to the above office on or before Octobre 22, 2008 at 09.00 am. Electronic bidding will not be permitted. Late bids will be rejected.

8. Bids will be opened in the presence of Bidders' representatives who choose to attend in person or on-line at the address below at 09:05 am Cotonou time on October 22, 2008
