The he Government of the Republic of Rwanda has received a loan from
the African Development Bank in the amount of USD 13,050,000
equivalent toward the cost of the Dairy Cattle Development Project,
and it intends to apply the proceeds of this loan to payments for
goods, works, related services and consulting services to be procured
under this project. Bidding for contracts financed by the African
Development Bank will be governed by the procurement rules of the
African Development Bank.

The global objective of the Dairy Cattle Development Project is to
contribute to the improvement of food security and poverty reduction.
The specific objective is to satisfy domestic demand for milk and
beef, as well as increase the producers’ incomes. In order to achieve
these objectives, the project aims at the following outputs: (i)
organize, train, equip and supervise grassroots operators to enable
them to participate right from the start in project implementation and
assume its ownership; (ii) improve the local cattle breed with
performing breeds so as to improve its productivity and disseminate
the crossbreeds; (iii) provide appropriate veterinary services through
an epidemiological surveillance network, a quality control service,
the organization of prophylaxis campaigns and supply of veterinary
inputs; (iv) ensure rational management of grazing lands and improve
the feeding of cattle; (v) construct and operate facilities for the
collection, storage and marketing of livestock products; (vi)
strengthen the capacities of the national services involved in project
implementation; and (vii) set up a project management unit and make it
operational.

The project will include the following goods, works and services:

- Construction and rehabilitation of buildings, parks/markets and
valley dams (Engineering works and construction works)
- development of grazing lands (Agricultural services)
- vehicles (Motor vehicles)
- laboratory equipment, (Biomedical equipment)
- motorcycles, bicycles (Motorcycles, bicycles and sidecars)
- animal health products (Vaccines for veterinary medicine)
- technical assistance (Technical assistance services)
- training (Training services)

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Rules of Procedure for Procurement
of Goods and Works[1] of the African Development Bank, and is open to
all bidders from eligible source countries as defined in the
guidelines.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market.
