Eligibility of Bidders:   3.1 The candidate should have the following demonstrable profile:-

a) Relevant graduate qualification in public finance, business or economics from a recognized university. A relevant postgraduate qualification would be an advantage.
b) Membership to a professional accountancy body which is a full member of the International Federation of Accountants [IFAC]
c) At least 10 years experience in the area of public financial management, including experience with reform processes at a senior level either with Government or large international organisations.
d) Extensive knowledge of different public financial management systems covering all dimensions of public expenditure management, audit, ICT use in the public sector.
e) Dynamic and proactive individual with the ability to produce technical work plans and monitor performance against them
f) Strong track record in performance management is vital (setting targets, monitoring delivery, planning)
g) Proven capacity to provide technical advice to and able to win confidence/trust of senior government officials, development partners, and stakeholders in PFM.
h) Sound knowledge of relevant ICT applications for PFM is required.
i) Prior work experience in Africa is highly desirable; experience of working in Rwanda would be an advantage.
j) Excellent fluency in English or French and working knowledge in the other will be an added advantage

PUBLIC FINANCIAL MANAGEMENT (PFM) REFORMS COORDINATOR

1. BACKGROUND AND OBJECTIVE

1.1 The Government of Rwanda has received a Credit from the World Bank towards the cost of PUBLIC SECTOR CAPACITY BUILDING PROJECT-PSCBP (PROJECT ID: P066386; CREDIT No: 3955-RW) which is coordinated by the HUMAN RESOURCES AND INSTITUTIONAL CAPACITY DEVELOPMENT AGENCY (HIDA) and intends to apply a portion of the proceeds for the RECRUITMENT OF A PFM REFORMS COORDINATOR.

1.2 The main objective for recruiting a PFM Reforms Coordinator is to facilitate, coordinate and ensure that reforms as envisaged in the Public Financial Management Reform Strategy of 2008-2012 are implemented successfully.

1.3 Public financial management process in Rwanda encompasses the whole range of activities including planning and budgeting, budget execution and expenditure control, audit and inspection (internal and external), reporting and accountability, and oversight arrangements. To ensure effective implementation of the reforms, a PFM Reform Secretariat and the day to day management of the Secretariat will be responsibility of the PFM Reforms Coordinator.

1.4 It is in this context that the Government of Rwanda is seeking for a consultant (PFM Reforms Facilitator) to support and strengthen coordination implementation of Public Financial Management reforms. The consultancy will be financed through the Multi Donor Trust Fund for Public Financial Management in Rwanda. The assignment will run until December 31, 2008 and might get extended if an extension of the MDTF can be obtained, for maximum one additional year.

2. SCOPE OF SERVICES

2.1 The expert to be recruited will work as part of the PFM reform team under the direct supervision of the Secretary General/Secretary to the Treasury to ensure proper coordination, sequencing, and facilitating all the reforms to ensure that the objectives and targets envisaged in the PFM Reform Strategy are realized by 2012. He/she will work full time in the PFM Reform Secretariat based in MINECOFIN and coordinate reforms in all components of the PFM Reform Strategy (refer to MINECOFIN website: www.minecofin.gov.rw ) by working closely with SG/ST, the Accountant General, the Director General of Economic Planning, the component leaders and other consultants working under various components.

4. SUBMISSION AND SELECTION PROCEDURES

4.2 Evaluation of Expressions of Interests shall be conducted in accordance with procedures set out in Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Revised May 2002)
