Eligibility of Bidders:   2.1 The Procurement Coach should have the following qualifications:

(a) Have a First degree in Law, Engineering, Economics, Management, Commerce, Administration or relevant discipline. A professional qualification in procurement management such as CIPS will be an added advantage,
(b) At least ten years of experience in international procurement, management of public procurement and project management with at least seven years in procurement with donor funded especially the World Bank / African Development Bank and other international financial institutions,
(c) Sound analytical, organizational, project management and negotiation skills and the ability to conduct training and workshops/seminars,
(d) Excellent writing, presentation skills and communication skills,
(e) Fluency in either English or French. Working knowledge of both languages will be an added advantage

INTERNATIONAL PROCUREMENT CONSULTANT/PROCUREMENT COACH

1. BACKGROUND AND OBJECTIVE

1.1 The Government of Rwanda (GoR) with support from the World Bank has initiated and prepared the Multi-Sector Capacity Building Programme (MSCBP) to coordinate, consolidate and streamline on-going and planned capacity building activities in Rwanda. In support of the MSCBP, the GoR has received a credit from the International Development Association (IDA) towards the cost of financing a PUBLIC SECTOR CAPACITY BUILDING PROJECT-PSCBP (PROJECT ID: P066386; CREDIT No: 3955-RW) which is coordinated by the HUMAN RESOURCES AND INSTITUTIONAL CAPACITY DEVELOPMENT AGENCY (HIDA) and intends to apply a portion of the proceeds for the RECRUITMENT OF A PROCUREMENT COACH.

1.2 During the Mid Term Review of the PSCBP conducted in December 2007, it was observed that government institutions benefiting from PSCBP activities still have a limited knowledge about World Bank standards and requirements and that there was a need to transfer the implementation responsibility to selected institutions. Those include the Ministry of Finance and Economic Planning (MINECOFIN), the Rwanda Information Technology Authority (RITA) and the Office of Auditor General for State Finances (OAG).

1.3 The general objective of this assignment is to assist all implementing agencies which are: HIDA, MINECOFIN, RITA and OAG to effectively and efficiently manage, coordinate and monitor procurement processes (for goods, works and services) in accordance with the provisions of the rules and procedures of the World Bank, the Rwanda Public Procurement Law and regulations and other development partners supporting the MSCBP.

1.4 The specific objective is to increase the procurement capacity of MINECOFIN, RITA and OAG by providing a direct on-the-job coaching and training in the areas of procurement planning, procurement management and implementation monitoring.

1.5 It is in this context that HIDA is seeking services of a qualified and experienced International Procurement Consultant for an assignment which is expected to be executed over a period of 12 calendar months.




2. PROFILE OF THE INTERNATIONAL PROCUREMENT CONSULTANT

2.1 The Procurement Coach should have the following qualifications:

3. SUBMISSION AND SELECTION PROCEDURES

3.1 Expressions of interest should be addressed to Mr. Charles Karake, the Director of HIDA no later than October 9, 2008 and sent to procurement@hida.org.rw and copied to the following email addresses: rmuragije@hida.org.rw and jbagaza@hida.org.rw, with EOI FOR PROCUREMENT COACH in the subject line.

3.2 Evaluation of Expressions of Interests shall be conducted in accordance with procedures set out in Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Revised May 2002)
