REQUEST FOR TENDER

AusAID, the Australian Agency for International Development, manages the Australian Government’s official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia’s national interest. AusAID is seeking a contractor to undertake the following development program in Afghanistan:

DEVELOPMENT ASSISTANCE FACILITY FOR AFGHANISTAN (DAFA) PHASE II

The DAFA Phase II seeks to enhance Australia’s bilateral aid program to Afghanistan, by complementing the Government of Afghanistan’s (GoA) capacity building efforts at the central and sub-national levels. It will provide relevant, timely and quality assistance to key government agencies through four components:

1. To support harmonization of effort by filling gaps in long term capacity building programs of GoA / donors;
2. To provide responsive short and medium term assistance to key Ministries as needs arise;
3. To provide capacity development opportunities for provincial government staff from Uruzgan province; and
4. To respond to long term capacity development needs through scholarships and targeted training.

It is anticipated that the program will commence in March 2009 and will continue over three (3) years with a potential one (1) year extension.

Selection will be on a one step basis. The closing date for submission of proposals is 2:00pm (Canberra time) 18 November 2008.
