REQUEST FOR EXPRESSION OF INTEREST TO CONSULTANCY SERVICES TO
DEVELOP A SKILLS DEVELOPMENT STRATEGY FOR FINANCIAL SECTOR IN RWANDA.

1. BACKGROUND AND CONTEXT

In line with its ambition to become a mid-income country and a regional hub for trade and financial services, Rwanda has embarked on various programs aimed at mobilising savings and financing investments in order to accelerate and sustain a sufficient level of growth to eradicate poverty and to reach MDGs and 2020 Vision objectives

To be effective, this strategy requires having a vibrant and dynamic financial sector, capable to mobilise savings, especially long term capital, and to finance all required investments.

It is in this regard that the Government has recently adopted a Financial Sector Development Program which has three major objectives : a) expanding access to credit and financial services, b) enhancing savings mobilization c) mobilizing long term capital for investment,; these objectives are to be achieved through actions at four levels : a)development of banking and payment systems b) development of contractual savings c) development of microfinance d) creation and development of a capital market drain
To make this program effective, and to take advantage of globalisation and regional integration by taking stock on security, stability, good governance, ICT development, and in general a good climate for investment, so as to maximum demand for services from the region, the major condition is to address the challenge of human resource capacity and to fill the skills gaps quickly and effectively.

In order to design an effective strategy, the Ministry of Finance and Economic Planning has decided to base all future actions on a clear and complete assessment of the current situation, and to develop a well designed and developed strategy, and that is the reason why the said Ministry has decided to recruit a consultancy firm to conduct a study on

1.skills development for financial sector
and on
2. the legal and organisational framework of an institute of banking which will manage those programs.

2. OBJECTIVES OF THE STUDY

The proposed study must be focused on:
1.conducting a skills audit for key positions in banks and non-bank financial institutions,
2.analyzing skills gaps considering international standards and specific capacity requirements in the Rwandan context,
3.proposing skills development programs and strategy to implement them
4.Proposing the legal and organizational framework of an institute of banking which will manage the proposed programs.

This strategy must be in line with the Multi-Sector Capacity Building Programme adopted by the GoR, which is a national framework to guide the design and implementation of capacity building interventions in the country.

3. DURATION OF THE CONSULTANCY.

The consultancy will last 60 man-days from the date of signing the contract.
The Competitiveness and Development Enterprise Project now invites consultancy firms to indicate their interest in providing the services. Interested consultancy firms must provide information indicating that they are qualified to perform the services.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and employment of Consultants by World Bank Borrowers.
