Expressions of interest

This Invitation for Expressions of Interest follows the General Procurement Notice for this project that appeared in UN Development Business on-line of August 11, 2006.

The Republic of Armenia has received financing from the World Bank toward the cost of the Avian Influenza Preparedness Project, and intends to apply part of the proceeds for consultant services. The AIP Project aims at strengthening the capacity of the MOA Food Safety and Veterinary State Inspection (FSVSI) and its affiliated reference and regional diagnostic laboratories in detection, reporting and follow-up of reported AI, ASF, Brucellosis cases, as well as other animal diseases. This will cover the renovation and equipping of a Bio-Safety Level 2/3 laboratory in Yerevan, as well as office equipment and rehabilitation of selected marz laboratories and border posts. Rapid test kits and consumables will be funded for the central laboratory, sprayers and disinfection means for the Border Inspection Posts, and vehicles for the VSI and marz levels as needed for the execution of their relevant roles in the National Strategy for AI Prevention and Control.

The Project Implementation Unit (PIU) of the AIP will carry out a competitive selection among qualified firms for the assignment based on their qualifications and the adequacy of their proposal to carry out the assignment with the due professional diligence. The selection is conduced through Quality- and Cost-based Selection (QCBS) as outlined in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” published by the World Bank in May 2004.

The objective of the assignment is to introduce a complex livestock sector bio-safety program for Armenia, build capacity of Armenian veterinarians and laboratory technicians for preliminary field diagnosis and control of HPAI, ASF and brucellosis, and promote improved bio-safety and bio-security for the Armenian livestock industry (with a predominant focus on poultry and swine industries).

The specific tasks of the Consultant Firm are to:

• Design, introduce and implement a livestock bio-safety program for Armenia, with a focus on on-farm bio-safety, manure and carcass management, and bio-safety communications. The program should take into account HPAI, ASF and brucellosis.

• Develop and implement capacity building program for diagnosis and control of all important infectious and non-infectious animal diseases in Armenia.

• Prepare a handbook with the lessons learned from activities and training materials, amply illustrated with pictures of lesions and with text that describes modern disease control and prevention, as well as bio-safety improvement practices. The handbook will be used during the workshops.

• Develop information/training materials (leaflets, brochures, and at least 3 video films) on animal disease diagnosis, on-farm bio-safety measures, and manure and carcass management.


The Agricultural Reform Support Project Implementation Unit State Institution (ARSPIU SI) now invites eligible consultant firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Expressions of interest must be delivered to the address below by 16.00 hours (local time GMT + 04.00) on October 20, 2008.
