SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Gwynedd Rural Development Projects for the Rural Development Plan for
Wales 2007-2013: Llwyddo'n Lleol - Activities to develop a Culture of
Enterprise.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): A series of
seven projects will be implemented in Gwynedd under the Rural Development
Plan for Wales 2007-2013. It will be possible for the projects to operate
as a series, in which individuals can move on from one stage to another
(and join the process at any stage), or take advantage of one or two
activities only. This contract is for the first of these projects. As a
basis for all the work of the Rural Development Plan in Gwynedd, the
Gwynedd Economic Partnership agrees that there is a need to hold a series
of activities to develop specific target groups so that they can overcome
the obstacles preventing then from venturing and succeeding in the County.
The target groups that have been identified for this work are:
• Farming Families.
• Community Groups.
• Children (up to 10 years of age).
• Young People (20-30 years of age).
• The Under-employed.
The work is required to concentrate on the following objectives:
• Development of self-esteem and confidence of individuals and groups.
• Working to change negative perceptions regarding the opportunities that
are available to all target groups in Gwynedd.
• Promoting Gwynedd as "A Good Place to Live, a Good Place to Venture".
• Facilitating the process of identifying opportunities and ideas about
ventures.
• Facilitating the opportunities to venture in specific fields that have
been identified as being of specific importance to rural Gwynedd within
the Local Development Strategy.
— Local Produce,
— The environmental sector,
— Renewable energy,
— The creative industries.
• To facilitate the process of identifying possible obstacles to success
and discuss means of overcoming them.
— To encourage and empower individuals and groups to develop and trial
their ideas about ventures.
It is foreseen that there will be three main elements to this work –
Sessions to Inspire and Develop ideas about ventures, administration of a
bursary to test out ventures and to hold events for all groups. This is an
invitation to tender for all elements of the work.
Gwynedd Council, on behalf of the Gwynedd Economic Partnership, has
received approval in principle from the Welsh Assembly Government, to
receive funding to implement this programme, and is now working with them
to provide the remaining information required for the bid to be fully
approved. This invitation to tender is therefore made in the context of
this situation, and Gwynedd Council retains the right not to appoint
unless full approval is received.

January 2009 to February 2011.
