Expressions of interest

The Republic of Kazakhstan has received financing in the amount of US$ 24 000 000 (twenty-four million) dollars equivalent from the World Bank toward the cost of the Agricultural Competitiveness Project, and it intends to apply part of the proceeds to consulting services to be procured under this project. The services include project monitoring and evaluation of its effectiveness. Major activities under this Contract are expected to be as follows:

-assisting the Project specialists in development of the Project monitoring system, specifying the necessary indicators of outcomes and impacts;
- specifying the strategy of data analysis, including development of a set of monitoring indicators separated into inputs, outputs, outcomes, and impact;
- assisting in conducting evaluation of the Project;
- monitoring and evaluation of the activities implemented within the Project;
- monitoring the perception of the Project potential and actual beneficiaries;
- conducting the final review of the Project implementation effectiveness at the Project completion as well as assisting to the Project specialists in preparation of the Project Completion Report (PCR) for submission to the World Bank.

The estimated duration of the assignment is 3 years.

Qualification requirements for a consulting firm are the following:
• A legal entity with a minimum of 3 years work experience in conducting monitoring of investment projects, preferably in agricultural or rural development;
• A Consultant should have suitably qualified consultants, including those with international experience, available to carry out this assignment.

The Ministry of Agriculture of RK now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May, 2004 edition).
