Introduction and Background

The Government of Rwanda has received a grant from the World Bank to implement its e-government strategy. This grant has been provided under the eRwanda Project which is being implemented and managed by the Rwanda Information Technology Authority (RITA) based in Kigali, Rwanda.
The eRwanda Project has been designed to fund some critical activities of the National Information and Communication Infrastructure (NICI) plan, which was adopted by, the Government of Rwanda in 2001. Its implementation is coordinated by RITA, and is aimed at using technology to improve government service delivery to citizens and businesses, as well as to provide informational content to specific target groups, particularly in rural areas including women, farmers, and traders.

In view of the above, RITA is in the process of recruiting Chief Technology Specialist for eRwanda project.

Location: Based at RITA headquarters (Telecom House-Kacyiru.

Job Purpose: The Chief Technology Specialist will provide strategic vision for enhancing eRwanda activities that including network infrastructure, mobile applications, network security, Government portal as well as database and community information kiosks. S/He will be a member of the senior management team and will work with the team to set project priorities and implement processes that will help improve designed activities for eRwanda project.

Reporting Structure: During the period of the implementation of eRwanda, the Chief Technology Specialist will report to the eRwanda Project Manager in RITA and get advice from RITA’s Executive Director, the RITA Technical Directors and from the World Bank Task Team Leader.

Terms and Conditions of Appointment: This assignment shall be based on performance contract for the period of 18 months of the implementation of eRwanda Project. After 18 months of satisfactory performance, the Chief Technology Specialist shall be integrated into RITA terms and conditions of appointment.
Key Responsibilities/ Job Specification
The Chief Technology Specialist will be responsible for overseeing the technology team of eRwanda and any technical consultants hired to implement eRwanda activities. The eRwanda needs someone who is a good translator between technology and the business. The ideal candidate will be energetic, positive and outgoing, and have demonstrated success integrating technology into a larger organization.

This role will hold influence over all technology initiatives under eRwanda project. It requires someone who has hands-on experience with both infrastructure and software product development. Under eRwanda project, a blend of technologies has been designed; the successful candidate will be able to assist eRwanda team in improving and/or supporting the implementation of all these activities. The selected individual is expected to build relationships with vendors, contractors, other government entities, and external companies for all eRwanda technology related initiatives.

The Chief Technology Specialist will work very closely with the eRwanda project manager, his/her main duties shall include but not limited the following tasks:

• Provide strategic advice to the Project Manager on the state of current technologies within the ICT sector relevant to the ongoing strategic innovations of the eRwanda Project;
• Translate technological capabilities into strategic business decisions by identifying the role that specific technologies will play in the implementation of eRwanda project;
• Develop technical specifications for strengthening Government network infrastructure including telecommunication infrastructure for Districts and rural areas;
• Develop technical specifications for various mobile applications (e-money, agriculture, environment, health, and crime system);
• Prepare Terms of Reference (ToR) for supply of goods, provision of civil works and consultancy services;
• Develop technical specifications for consultancy services to enhance Government portal;
• Oversee the application of technology to internal Government processes and services;
• Promote conducive environment for the development of ICT service providers in the software and hardware industries and develop managerial depth and working relationship with the private sector in ICT;
• Analyze and make decisions about which technologies are most likely to generate the highest impact to the citizens;
• Monitor new technologies and assessing their potential to become new eRwanda products or services;
• Provide reliable technical assessments of potential mergers and acquisitions of hardware and software for eRwanda implementation;
• Participate in government, academic, and industry groups where there are opportunities to promote the eRwanda’s reputation and to capture valuable data;
• Continuously monitor and provide technical guidance for the review of existing laws and advice the eRwanda team on appropriate laws and regulations necessary to be promulgated to improve upon the ICT environment in Rwanda;
• Any other duties that may be assigned by the eRwanda Manager from time to time.

Required Academic Qualifications, Knowledge, Competences and Skills

(a) Academic Qualifications
• Rwandan nationality preferred
• Minimum Bachelor’s Degree or higher in Computer Science, Software Engineering, Information Systems/Technology or related technical and business areas.
• Any Postgraduate qualifications are an added advantage
• At least 5 years’ experience in translating technology capability into strategic business decisions.
(b) Knowledge, Skills, and Abilities Requirements
• Understand project management methodologies and tools and have a strong knowledge of applicable business areas, the supporting technology architecture, and applicable processes.

• Additional requirements include strong knowledge of relevant applications and development of life cycles, general knowledge of professional services vendors, and tools and experience overseeing geographically distributed and culturally diverse work-groups.

• Strong influencing/negotiation skills, excellent written and verbal communication skills, knowledge of business and technology trends and strong interpersonal/relationship management skills.

• Knowledge of new and emerging ICTs in particular as circumscribed by the Internet.


Candidates must have extensive experience working with the following technologies:

• Variety of operating systems including commercial and open source
• Variety of database management systems including SQL - MySQL and/or Oracle
• Content Management Software
• Internet Software Development Tools
• Electronic Publishing Tools
