REQUEST FOR EXPRESSIONS OF INTEREST

Development, Installation, Commissioning, Training and Maintenance of the eCabinet System and development of the Ministry of Cabinet Affairs website.

1. Introduction and Background

The Government of Rwanda has received a Grant from the World Bank to implement its’ eGovernment strategy. This Grant has been provided under the eRwanda project which is being implemented by the Rwanda Information Technology Authority (RITA) based in Kigali, Rwanda

The Government of Rwanda is committed to the deployment and exploitation of ICTs to support the operations and activities of the civil and public services at all levels of the administration as part of commitment to the modernization of civil and public services to facilitate administrative cost reduction and promotion of efficiency in the delivery of Government services to the people of Rwanda.

Currently the Cabinet process is mainly paper based. Large volumes of paper are still processed each year. Some documents are circulated manually for cabinet meetings. Members of the Cabinet have the option of bringing printed copies of the documents related to items on the agenda of the cabinet meeting or referring to the soft copies available on their desks in the Cabinet room.
One of the handicaps of this current process is the lack of a systematic technology-based monitoring system that not only focuses on the agenda formulation and deliberation process but also on the progress monitoring of implementation of Cabinet meeting deliberations. This is a barrier to the assurance of the actual implementation accountability, effectiveness and efficiency of the cabinet decisions.
In light of the above, the Government of Rwanda (GoR) through Rwanda Information Technology Authority (RITA) in collaboration with the Ministry of Cabinet Affairs in the Office of the Prime Minister is intent on acquiring or developing an eCabinet System in order to capitalize on the benefits of information and communications technologies (ICTs) to streamline and further empower Cabinet processes and to facilitate the development of and dissemination of new information resources.
2. Objective of the Assignment
The specific objectives of the project are:

• Elimination of the need for each Government Ministry to send hard copies of every Memorandum to the Ministry of Cabinet Affairs;
• Elimination of the need for the Ministry of Cabinet Affairs to send, by hand, to every Cabinet member, copies of memoranda, agendas, decisions etc;
• Capture electronically all records relating to the cabinet processes. This will result in a comprehensive electronic archive and in possibilities for the creation of new information resources;
• An improved, electronic means of tracking progress with implementing Cabinet decisions;
• Automation (or semi-automation) of key aspects of Cabinet processes and improved supports for the cabinet business process generally;
• Improved communication with Ministries and others governments institutions;
• To improve the efficiency and effectiveness of the Cabinet processes.
• To build an interactive and dynamic website for the Ministry of Cabinet Affairs.
The project will achieve these objectives by focusing on 4 key aspects of the Cabinet process – i) the electronic preparation and distribution of Cabinet documents; ii) the management, easy access and storage of Cabinet documents; iii) the use of technology in supporting Cabinet meetings; and iv) the use of technology in tracking the implementation of Cabinet decisions.

3. Scope of the Consultancy Services

- Review and understanding of cabinet processes especially in relation to work flows; Information/Knowledge Management, supporting cabinet processes
- Analyze the existing cabinet processes inter-a-lia the flow and storage of information.
- Study and propose core technological architectural elements and high level business requirements to be included in the specifications phase, keeping in mind the content management and legislation in Government.
- Identify operational security requirements and specify a security framework necessary to support the recommended ICT system
- Support the development of the technical specifications and other requirements for the acquisition of an appropriate eCabinet System.
- Provide the necessary hardware that will support the eCabinet system
- Develop and Implement the eCabinet system.
- Provide training for Member of Cabinet, their Personal secretaries, Permanent Secretaries and Cabinet Secretariat staff. Provide training for IT staff from the President and Prime Minister Office on how to maintain the eCabinet system.
- Develop a dynamic and interactive website for the Ministry of Cabinet Affairs
- Develop a Manual for e cabinet system.

4. Competences

The Consulting firm must have a minimum of 5 years of experience and capabilities in the field of software analysis, design and development including Internet (web based) application development.
The consulting firm should also possess experience in development of technical specifications for various information systems as well as excellent knowledge of secured web based software development.
The Consulting firm shall provide a brief summary of proven experience and capabilities in developing systems of similar nature, size and scope.

The key staff must possess a minimum of a Bachelor’s degree in a relevant IT field and professional certifications in the relevant areas with a minimum of three years of relevant experience and should comprise of the following staff:
1. Project Manager
2. Systems Engineer (Hardware & Software Configuration Specialist)
3. Security Specialists
4. Internet Application Developers
5. Database Specialists

5. Selection Procedures

RITA through the eRwanda Project now invites eligible consultants (firms) to indicate their interest in providing the above mentioned services. Interested firms must provide information indicating that they are qualified to perform the services (description of similar assignments namely; design and development of web based applications, development of technical specifications for various information systems, development of secured web based software etc). Consultants may associate to enhance their qualifications.

The Consultant will be selected in accordance with the procedures set out in the World Bank Guidelines for Selection and Employment of Consultants by World Bank borrowers, May 2004, following Selection using “Quality and Cost Based Selection Method”. Only consultants with demonstrated experience and good track record in similar assignments will be short-listed.

6. Deadline Date and Time

Expressions of Interest must be received at the address indicated below by 1600hrs Rwanda time, on Tuesday the 28th of October, 2008 clearly marked “Expression of Interest for Consultancy Services for the Development, Installation, Commissioning, Training and Maintenance of the eCabinet System and development of the Ministry of Cabinet Affairs website”.
