TITLE: A CONSULTING FIRM TO DO A FEASIBILITY STUDY, DETAILED STUDY AND DESIGN OF 24 SITES OF THE LAND HUSBANDRY, WATER HARVESTING AND HILLSIDE IRRIGATION (LWH) PROJECT

CLIENT: LAND HUSBANDRY, WATER HARVESTING AND HILLSIDE IRRIGATION (LWH)PROJECT

FUNDING: MINISTRY OF AGRICULTURE AND ANIMAL RESOURCES (MINAGRI)

The Ministry of Agriculture and Animal resources (MINAGRI) has received financing from Government treasury towards the cost of the Land husbandry, Water harvesting and Hillside irrigation (LWH) project. It intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

The LWH project in collaboration with the Rwanda Public Procurement Authority now invites proposals to provide the following consulting services: A consulting firm to do a feasibility study, detailed study and design of 24 sites of the Land Husbandry, Water harvesting and Hillside irrigation (LWH) project

The tender is divided into three (3) lots and each lot comprises eight (8) sites. The Consultants cannot bid on more than two lots.

For more details on the concerned services, please consult the Terms of Reference included in the Request for Proposals document.

Participation is open on equal conditions to all consultancy firms specialised in the field of the assignment through an International Open Tender.

Proposal documents will be obtained from the Office of Rwanda Public Procurement Authority located at Avenue de la Paix P.O. Box: 4276 Kigali-Rwanda Tel: 250 501403 Fax 250 501402 from 6th October 2008, upon presentation of a prepaid bank slip of a none refundable fee of fifteen thousand (15,000 Rwf) or equivalent in a freely convertible currency deposited to the account N° 120 00 61, entitled "Produits et Vente Diverse " opened at the National Bank of Rwanda P.O. The consultant shall be chosen through a selection method based on the technical quality and the cost (QCBS) according to prescribed procedures in the Request for Proposals document.

Technical and financial proposals must be presented in separate envelopes showing each the nature of the offer concerned, the firm’s name and both put in a third anonymous envelope marked as follow:

Well printed proposals, properly bound presented in four copies one of which is the original must be submitted in sealed envelopes not later than 21st November 2008 at 9 hours prompt local time ( 07H GMT) to the address below:
