“Competitiveness and Enterprise Development Project’’

Tender for supply of Quality Assurance Laboratory Equipment, Metrology Equipment and Chemical Reagents

IDA CREDIT NO. 3499 - RW

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no.562 /01 of 16th July 2001.

2. The Government of Rwanda has received a credit from the International Development Association towards the funding of Competitiveness and Enterprise Development Project and it intends to apply part of the proceeds of this credit to payments under the contract for purchasing quality assurance laboratory equipment, metrology equipment and chemical reagents.

3. The Government of Rwanda through the National Tender Board now invites sealed bids from eligible bidders for supply of quality assurance laboratory equipment, metrology equipment and chemical reagents for the Rwanda Bureau of Standards on 3 lots below.

Lot 1 : Quality assurance laboratory equipment
Lot 2 : Metrology equipment
Lot 3 : Chemical reagents

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, published in January 1995 (revised in January and August 1996, September 1997, and January 1999) and is open to all bidders from eligible source countries as defined in the Guidelines.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 30 000 FRW (thirty thousand Rwandese francs) or equivalent in a convertible currency. The method of payment will be by transfer to the Treasury Account at the National Bank of Rwanda (Ordonnateur Trésorier du Rwanda, account number 110.00.00). The document will be sent by a mail delivery service provider or can be collected at National Tender Board/ Secretariat.

7. Bids must be delivered to the address below not later than 9 : 30 a.m local time on 23rd September 2003. All bids must be accompanied by a bid security of 3 % of bid offer in Rwandese Francs or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 10 : 00 local time on 23rd September 2003.
