GENERAL PROCUREMENT NOTICE

The Government of Rwanda has applied for financing in the amount of US$ 25 million equivalent from the International Development Association (IDA) toward the cost of the Urgent Electricity Rehabilitation Project (UERP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Nordic Development Fund (NDF).

The project will include the following components: (a) Power System Reinforcement, consisting of priority investments in new generation capacity as well as network rehabilitation and strengthening; (b) Technical Assistance and Capacity Building, aimed at strengthening planning, regulatory and implementation capabilities of the main sector institutions and provide project implementation support; and (c) Domestic Resources Development, to finance investments in high priority micro-hydro based independent grids as well as preparatory activities for the future increments in generation investments, primarily for Electrogaz.

Consulting services and goods, works and services to be procured under International Competitive Bidding (ICB) procedures would include the following:

Consulting services
Engineering studies and bid package preparation for generation and network rehabilitation and extension, demand side management, embedded generation and other assistance to Electrogaz; advice on environmental and social safeguard compliance; drafting of energy legislation and regulations.

Supply and Installation of Plant and Equipment
Supply and Installation of diesel generators with a total capacity of approximately 10 MW, in two lots; with equipment for HFO fuel handling and storage; construction and rehabilitation of grid-connected mini and micro-hydro stations; repair and refurbishment of the transmission, medium voltage, and low voltage networks; new construction of transmission, medium voltage, and low voltage networks.

Goods
Transformers, conductors, poles & hardware, protection equipment, tools.

Training
Capacity building at RURA , MinInfra , and Electrogaz, including regulatory training (RURA) and training in energy policy (MinInfra).

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, East African (Kenya), Imvaho (local) and New Times (local).


Bidders for Procurement arrangements involving international Competition shall be prequalified when appropriate in accordance with the provisions of paragraphs 2.9 and 2.10 of the Procurement Guidelines.
