ADVERTISEMENT

The Ministry of Infrastructure wishes to recruit a Consultant Firm to carry out the Biomass services related to the preparation and market testing of carbonized papyrus and peat briquettes in Rwanda.


I. Objectives of the assignment

The objective of the assignment is to prepare and test the acceptance of briquettes made from carbonized papyrus and peat. These two types of biomass are available on a large scale in Rwanda but so far have not been converted into products for domestic households use. If the tests are found positive, the Government intends to promote large scale, commercial production and distribution to reduce the use of charcoal and firewood in the urban areas of the country.

II. Scope of work

The Consulting Firm is expected to prepare 3,000 kg each of briquettes of carbonized papyrus and peat. These materials will then be tested among a selected number of households in urban areas to assess the market acceptance of these products. In addition the Firm will prepare a draft business plan including an environmental impact assessment for possible commercial exploitation of papyrus.

III Qualification of Consultant
The consultancy firm should be able to demonstrate at least 5 years of experience in carbonization technologies and should engage experts with a proven record in this area as well with at least 10 years of experience in biomass. The company may want to engage the services of a Rwanda based company to assist in the implementation of the activities.


IV Start and duration of the assignment

The program is scheduled to start May 2009 and should not exceed a period of 6 months.

V Deadline of submission

Consultants who are interested in this assignment shall submit their technical and financial proposals no later than Thursday 16 April at 9:00 AM to the Permanent Secretary, Ministry of Infrastructure, Boulevard Umuganda, Kacyiru, P.O.Box 24, Kigali, Rwanda
