REQUEST FOR EXPRESSIONS OF INTEREST

Consultancy Services to Design, Develop and implement an ICT Awareness
Radio Campaign.

1. Introduction and Background
RDB/IT through the eRwanda Project has committed funds to champion an ICT awareness campaign alongside the country. The Government is investing a lot of funds in ICT4D projects with a vision of championing socio – economic development and bettering of every Rwandan’s livelihood using ICT. However, it is unfortunate that the citizens for whom the ICT pro development projects are meant barely know about them and some who know are intimidated by technology, leading to the well intentioned initiatives going to waste or being underutilized.
If the dream of transforming Rwanda into a knowledge based economy is to be realised, it is high time we changed the mind sets of people especially in rural Rwanda. This can only be done if ICT is demystified. The eRwanda project will engage the public in a massive ICT4D campaign where the advantage of adopting ICTs will be clearly elaborated to Rwandans from all walks of life.

2. Objective of the Assignment

The main objective of the Radio campaign is to demystify ICT and create new interest in the field and encourage ICT entrepreneurship and creativity among the Rwandan Population.
The radio campaign will specifically sensitize the population on the various ICT development activities including eRwanda programs/projects implemented particularly in rural Rwanda. This is expected to prepare the people’s mindsets to receive and own the ICT developments.
3. Scope of the services
The successful firm shall perform the following:
- Review literature on the role of ICT and eRwanda project activities in relation to Rwanda’s development.
- Work with RDB-IT and eRwanda teams to develop an appropriate awareness campaign plan which is relevant and meaningful to the unique target audiences.
- Writing a script which clearly articulates what eRwanda does, why eRwanda does what it is doing and most importantly; of what value is ICT and what eRwanda is doing for the public.
- Hiring and managing a professional team or teams of actors (depending on the size of production).
- Presenting ideas to others involved in the production, such as actors and sound directors.
- Attending progress meetings and being present during rehearsals and at recordings to advise on elements such as audio presentations.
- researching, estimating and preparing a property list
- Identifying and assessing potential studios and locations.
- Designing a jingle that shall be played at the beginning and end of all these radio broadcasts.
- Coordinate with chosen radio stations to ensure that all scenes of the theatre performance are broadcast at the agreed intervals in their chronological order.
4. Expected Deliverables:
- Written Script
- Actor Screening
- Audio Production
- Jingle production
- Compatible format for airplay.
- The consultant will submit an inception report as well as a final report as part of the deliverables. The inception report will accompany the script and the final report will accompany the play recording.

5. Competences

The firm should be a reputable firm with a minimum of five years experience in the field of theatre and multimedia production and must have carried out at least three similar assignments in those five years. The firm should have key personnel with the following professional profile:
The firm’s staff shall provide a brief summary of proven experience in managing renowned drama actors group, experience of theatre production and direction, proven script writing and acting skills, proficiency in spoken Kinyarwanda, journalism or Drama educational background is an added advantage. The actors must possess experience in the acting career.

6. Selection Procedures

RDB-IT now invites eligible consultants (firms) to indicate their interest in providing the above mentioned services. Interested firms must provide information indicating that they are qualified to perform the services (description of similar assignments namely; theatre and multimedia production, availability of appropriate skills among staff etc).
Consultant will be selected in accordance with the procedures set out in the World Bank Guidelines for Selection and Employment of Consultants by World Bank borrowers, May 2004, following Selection using “Quality and Cost Based Selection Method”. Only consulting firms with demonstrated qualifications shall be invited to submit a combined technical-financial proposal.
The Consulting firm is expected to deliver the required outputs within sixty (60) days after commencement of the assignment.

7. Deadline Date and Time

Expressions of Interest must be received at the address indicated below by 1700hrs Rwanda
time, on Monday 11th May, 2009 clearly marked “Expression of Interest for Consultancy
Services to Design, Develop and implement an ICT Awareness and eRwanda Radio Campaign”.

8. Submission Address

Consultants are required to submit at least 3 hard copies to the above mentioned address.
