REQUEST FOR PROPOSAL: 1810 /UF&GRI/09

CLIENT: MININFRA

TENDER TITLE: LOCAL DEVELOPMENT PLAN STUDY FOR THE CITY OF
RUBAVU

FUNDING: GOVERNMENT OF RWANDA

The ministry of Infrastructure (hereinafter referred to as “Client”) has received funds from the government of Rwanda in order to finance its operations. The client intends to apply a portion of those funds to eligible payments under the contract for which this request for proposals is issued.

The ministry of infrastructure now solicits proposals to provide the following consulting services: LOCAL DEVELOPMENT PLAN STUDY FOR THE CITY OF RUBAVU. More details on the services are provided in the Terms of Reference. The method of selection to get the successful firm shall be Quality and Cost Based Selection (QCBS). To obtain first-hand information on the assignment and on the local conditions, a non compulsory site visit is recommended.

The participation in the competition is open on equal conditions for national and International consultants, specialized in the area of which this request for proposal is part of.
Tender Documents in English or French can be obtained by interested bidders from the secretariat of Internal Tender Committee/MININFRA room 502 from 1 July 2009 upon presentation of a payment slip of a non refundable fee of twenty thousand Rwandan francs (20.000 Rwf) to the account N˚ 120.00.46 opened at the National Bank of Rwanda or at Rwanda Revenue Authority (RRA). All bids submitted without a payment slip will be rejected. Interested firms can obtain further information at the same address no later than seven (7) days before the proposals submission date.

Well typed proposals, suitable bound, written in French or English in four (4) copies including one (1) original and three (3) copies clearly marked shall be deposited in sealed envelopes at the Secretariat of Internal Tender committee/MININFRA room 502 no later than August 26th , 2009, at 9 am local time. The technical proposal shall be place in an envelope clearly marked “Technical Proposal” and the financial proposal in the one marked “Financial Proposal”. These two envelopes, in turn, shall be placed in an outer envelope bearing the address and information indicated in the Data Sheet. The envelope shall be clearly marked:

«TO BE OPENED IN PUBLIC SESSION»

The proposals should be valid ninety (90) calendar days minimum from the date of bids opening. The technical proposals opening shall take place in MININFRA main board room on August 26th, 2009, at 10 am local time in a public session.
