GENERAL PROCUREMENT NOTICE

The Government of Rwanda has applied for financing in the amount equivalent to US$ 70 million from the World Bank toward the cost of the Electricity Access Scale-up and Sector Wide Approach (SWAp) Development Project (EASSDP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Rwanda.

The project will include the following three main components: (1) National Grid Roll-out, to support the implementation of the least cost grid expansion and grid intensification plan, as well as required network rehabilitation and strengthening top ensure adequate transfer capacity and quality of supply; (2) “Green connections” to improve efficiency of supply, increase affordability both for the government and the consumers and offer adapted solutions for the poorest customer groups; and (3) Technical Assistance and Capacity Building, aimed at strengthening Utility planning and implementation capacity, as well as strengthen regulatory and implementation capabilities of the main sector institutions and provide project implementation support.

The goods, turn key projects, and services to be procured under ICB procedures are the following:
Goods:
- Tender to Supply Transformers, MV Overhead Switchgear;
- Tender to supply prepayment meters, House Connection Ready Boards and accessories;
- Tender to supply Compact Fluorescent Lamps (CFLs);
- Tender to supply wooden poles, concrete poles and steels poles (3 lots);
- Tender to supply Overhead ACSR Conductor, Overhead ABC Twisted Cables, MV Insulators and MV & LV accessories;
- Construction of LV and MV lines with ELZ supplied Materials;
- Tender to supply trucks and vehicles for EASSDP operations;
- Tools and equipments (2 lots);
- Transformers and switchgears and other accessories for HV/MV grid strengthening.

Turn key projects:
- Engineering, procurement and construction contract for green field areas

Services:
- Resident Advisor to PMD Director
- Safeguards Advisor – 12 Months;
- Project Managers – Roll-out planning for 4 Provinces + Kigali;
- Advisor Network Planning Dept;
- Advisor SWAp secretariat, M&E;
- Regulatory Advisor, RURA;
- SWAp Independent Audit report.

Other tenders will be procured under NCB procedures.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, New Times and in Imvaho Nshya.
